The “Improved Governance to Support Jordanian Reform Projects” project in Jordan is seeking a “ Technical Advisor” on full-time base employment as per the below job profile.

Project description

On behalf of the German Federal Ministry for Economic Co-operation and Development and as part of overarching reform programmes, GIZ supports the Jordanian Government in its efforts to enhance effectiveness and responsiveness to citizens’ needs within the public administration. The project “Improved Governance to support Jordanian Reform Projects” will work in three areas of public administration reform (PAR):

PAR Strategy Development and Service Delivery to Citizens

Evidence-based policy-making and policy/regulatory impact assessment

Human Resources Management in the Public Administration.

The political partner of the project is the Prime Minister’s Office of Jordan.

Required qualifications, competencies, and experience

Qualifications

Master’s degree in an area that is related to the project objectives, e.g. administration, political science, finance, or similar

Professional experience

At least 12 years professional experience in the field of Public Administration Reform, preferably with a specific focus on Service Delivery, HR management, and/or Policy/Regulatory Impact Assessment

At least 5 years professional experience in International and Development Co-operation, preferably in Jordan

Experience with establishing networks and partnerships

Experience with and exposure to governmental institutions, experience with and/or within the Jordanian public administration as an asset

Experience delivering capacity-building interventions, designing, and implementing workshops, seminars, or similar activities

Experience in writing reports and documenting meetings (English and Arabic)

Advisory experience especially with Jordanian institutions, as well as public institutions like ministries

Experience in preparation and implementation of financial and grant agreements as well as contracting and managing independent consultants

Other knowledge, additional competences

very good working knowledge of ITC technologies (related software, email, the internet) and computer applications (e.g. MS Office)

proven skills to work in an intercultural context

good communication skills

fluent written and oral knowledge of Arabic and English. German is an advantage.

willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Responsibilities

The advisor is responsible for

the technical, content-related, and organizational implementation of measures and activities of the project

managing areas of responsibility that forms part of the project objectives, team agreements, and/or agreements with the superior

assisting in planning and monitoring of the project

assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups

innovation and knowledge management

The professional advisor performs the following tasks:

Tasks

Advising the partner institution(s)

The senior technical advisor

provides technical advice to the partners and facilitates their capacity development processes

assists and monitors the development and implementation of project plans and activities in close consultation with counterparts

supports the project manager in the strategy development with the contribution of technical advice to overarching topics in cooperation with partners

contributes to preparing and implementing the coordination process, joint project activities, and connect with similar projects on a regional level

prepares the content, design, preparation, and implementation of workshops, seminars, and other events on issues connected with the project/programme’s area of activity

develops and organizes quality assurance measures and suggests necessary changes, improvements, and initiatives

develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures

deputizes the project manager when requested

participates in the development of Public Administration Reform as a field of German Development Co-operation with Jordan on the country level

Networking and cooperation

The senior technical advisor

supports cooperation, regular contact, and dialogue with partners, assists with PR work, and cooperates with relevant stakeholders in the project environment and with other projects to improve and maintain good working relationships

communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme

Knowledge management

The technical advisor

ensures knowledge transfer within GIZ

develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures

draws up reports and presentations

prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project manager and GIZ Head Office

Coordination tasks

The senior technical advisor

assists with general project planning and develops project concepts including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication, and documentation

compiles the relevant information for joint activities and assignments

handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)

Other duties and tasks

The technical advisor

performs other duties and tasks at the request of their direct superior

Emanating from GIZ’s role in enhancing and promoting the efficiency and competency of its political partners and entities and their respective employees, and in view of GIZ’s aim at maintaining and encouraging the stability of employment at its political partners and entities, this position will not be available to any official employee currently working at any of GIZ’s political partners, governmental ministry, department or entity, including any official employees who are on unpaid leave.

GIZ Jordan is applying the defense order no.35, which indicates that all employees should receive two shots of a COVID-19 vaccine and this is shall not apply to those who have not received the Covid-19 vaccine due to medical reasons pursuant to a decision by the Minister of Health or their nominee and those shall present a negative PCR test valid for 72 hours.
