CARE International in Jordan has a vacancy for the post of Economic Empowerment and Women Justice Director:
JOB SUMMARY:
Economic empowerment and justice are a key part of the CARE International 2030 Program strategy. Within this strategy, there is an ambition to ensure that 50million women have greater access to and control over economic resources.
Guided by 2030 vision, CARE Jordan aims at enhancing empowerment programming for Jordan’s most vulnerable groups; women and youth, with targeted interventions for Jordanian and refugee women and girls, and male and female youth. CARE Jordan works with civil society and governmental representatives to engage women and youth in economic empowerment and justice initiatives, while additionally scaling up programming tackling financial inclusion, gender-based violence, and amplifying women’s voices in decision-making and public spheres.
The Economic Empowerment and Women Justice Director is key to CARE achieving its long-range objectives to support producers, workers and entrepreneurs, and particularly economically marginalized women, have access and control over economic rights and resources. The Economic Empowerment and Women Justice Director will be responsible for the strategic and technical leadership of all the Economic Empowerment and justice activities. This includes increasing the value and impact of CARE Jordan’s EE program, develop and test theories of change (ToC), and will be the technical lead for new program and proposal development.
Under the leadership of the EE CARE expects to develop and apply sustainable and scalable models on financial inclusion, skills and access to employment, entrepreneurship, social enterprises, food and non-food value chain strengthening, and MSME development and growth.
The Economic Empowerment and Women Justice Director will develop, nurture and oversee partnerships with international and local organizations to ensure CARE’s work is well relevant to the local context, coordinated, inclusive, and provides meaningful impact at scale for communities in need and particularly to women.
The incumbent will report to the Assistant Country Director for Program Operations and will directly lead and supervise senior staff members.
RESPONSIBILITIES AND TASKS:
• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
• Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented periodical performance reviews.
• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
• Adhere to and act in accordance with the CARE HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
• Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs.
• Draft study and assessment reports to ensure program are well-grounded and based on participatory input from field staff, partners, service providers and Program participants.
Job Responsibility #2: Technical Quality, Program Development & Strategy
• Lead Economic Empowerment and Justice programming strategy including annual work plans, partnership strategies, team structure, geographic concentrations, implementation modalities, sector concentrations, and process and quality improvements.
• Lead the design of targeting, beneficiary identification and selection approaches to ensure processes are fair, accountable and transparent for program participants and different stakeholders.
· Ensure that key protection, gender, age and disability principles are mainstreamed into the program design.
• Develop and enhance Economic Empowerment tools (e.g. guidelines, Standard Operating Procedures, monitoring formats, assessments) and innovations, based on CARE’s global standards and direction.
• Actively lead in developing and implementing assessments for EE programming to identify opportunities to develop, expand, and improve the programmatic aspects.
• Actively pursue the new business development opportunities on Economic Empowerment and justice locally, regionally and globally.
• Prepare detailed program activity, procurement and spending plans well in advance of program activities to ensure strong cross-departmental coordination, particularly with Program Support and Program Quality and Impact.
• Prepare donor’s monthly, quarterly and annual reports for the program in coordination with relevant staff and PQ team.
• Provide orientation and trainings to all relevant staff and targeted stakeholders.
• Ensure exchange of knowledge, information, experiences or lessons learned.
• Provides solid technical recommendations on major program directions and on introduction of new initiatives.
• Strengthen partnership with the stakeholders, including women empowerment, private sector and knowledge institutions.
Job Responsibility #4: Representation, Coordination, Partnership and advocacy
· Engage with and represent CARE in the relevant local and regional fora and coordination working groups
· Develop and nurture partnership with all Government Ministries, Departments and offices to ensure CARE works is relevant and contributes to national strategies.
• Disseminate results and learnings from CARE’s EE and Women Justice program amongst donors, Government of Jordan and peer stakeholders.
• Pro-actively, liaise with other agencies to identify needs and gaps in implementation areas and prevent overlap and duplication of services, share learning and challenges, and ensure harmonization on core project details when required.
• Represent EE and Women Justice Program in all donor and field visits in all locations.
· Support CARE in identifying opportunities to work new partners including women-led and women focused civil society organizations.
· Provide technical advice and maintain a strong working relationship with local partners implementing targeted protection programming.
QUALIFICATIONS
A. Education / Training
Required:
· Master’s degree in a relevant field (business, economics, agriculture, social studies, economic development, international development studies or a related discipline)

B. Experience Required:
· At least 5-7 years of experience in a similar management role in humanitarian aid and/or development context
· Demonstrable experience in programming management and/or designing and implementing Women’s Economic Empowerment and Justice programs
· Track record of successfully designing new Women’s Economic Empowerment and Justice projects including leading technical design of proposals.
· Understanding of gender concepts and the linkages with EE
· Proven ability to build partnerships with diverse civil society actors especially private sector, women’s organizations, government departments, academic institutions and INGOs to secure commitment around common goals.
· Strong analytical and conceptual skills in humanitarian programming, assessing EE needs, response analysis, and program design.
· Strong ability to work independently, organize work, meet deadlines, prioritize work under pressure, and coordinate multiple tasks.
