Background:

The Leading Government Institution was established in November 2019 to coordinate, support and drive the implementation of reforms under the Five-Year Reform Matrix. Additionally, the Reform Secretariat will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms.

The Reform Secretariat will oversee the implementation of the Five-Year Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the Reform Secretariat will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.

The Five-Year Reform Matrix consists of nine pillars:

Pillar 1: Pursue Macroeconomic Adjustment, Narrow Imbalances, Manage Risks, and Improve Public Sector Efficiency.

Pillar 2: Reduce Business Costs, Improve Regulatory Quality, and Increase Competition.

Pillar 3: Drive FDI and Promote Export Development of Products, Services, and Markets.

Pillar 4: Deepen Access to Finance from Banks and Non-Bank Financial Institutions.

Pillar 5: Create More Flexible Labor Markets for Job Creation.

Pillar 6: Expand and Improve Social Safety Nets to Better Protect the Poor and Vulnerable.

Pillar 7: Improve Public Transport Efficiency and Access.

Pillar 8: Increase Energy Efficiency and Access.

Pillar 9: Promote Water Security and Agribusiness.

Project Context:

The Planning Law No. (68) Of the year 1971 is the legal framework through which The Leading Government Institution operates. The Law states in Article (17) that after the approval of the General Budget comprising the annual implementation program or development projects, the relative Ministries and Government institutions shall implement the detailed projects each within its competence. However, in this case, they should abide by the conditions put by The Leading Government Institution for implementation, and to submit periodical reports on the progress of the projects' implementation which are entrusted to them. In all cases, The Leading Government Institution shall follow-up the implementation and submit the necessary reports to the Council of Ministers. To respond to the needs of different sectors, The Leading Government Institution is proceeding with the recruitment of sector specialists who will serve as technical leads and support the different line ministries and integrate the Government of Jordan (GoJ) policies and guidelines in the design and implementation of sector projects, and lead and provide information and analyses towards the development of policy and strategies for the sector in consultation with relevant government agencies. This will also include the preparation of sectorial databases, to assist in conducting relevant sectorial analyses and updating these databases frequently.

Main Function:

The Specialist role would assist The Leading Government Institution in meeting the development objectives of improving the socio-economic conditions in the country. This will be through the recruitment of specialized sector specialist who would be assisting The Leading Government Institution in the day-to-day functions across all departments, and work also with the Public Investment Management Unit (PIM) in establishing and roll-out of the PIM guidelines for Government capital project preparation and implementation. This will also include the following objectives: preparation of the country’s socio-economic future vision and national agenda; contribution to the establishment of the socio-economic indicators, baselines and targets; Preparation of the Executive Development Plan (EDP) as an executive tool for the vision and national agenda; coordination with respective sectors and participation in the preparation of the sectoral strategies in accordance with the vision and national agenda; and contributing to the identification of priorities and matching such priorities with the strategic approach and objectives of international financing institutions.

Responsibilities:

The Environment Sector Specialist will be responsible for the following key tasks:

Lead and integrate the Government of Jordan (GoJ) policies and guidelines in the design and implementation of sector projects. 

Lead and provide information and analyses towards the development of policy and strategies for the sector in consultation with relevant government agencies.

Provide policy advice on advancing policy and institutional reform implementation in the sector and on the optimal design and sequencing necessary improvements in the legal framework and institutional strengthening.

Assist in analyzing the technical, legal, financial, economic and regulatory aspects of the sector.

Assist in the preparation and review of capital investment and cost estimate of sector projects, data and projections, and other relevant aspects.

Collate and update a library of relevant information and research on the sector.

Assist in conducting the initial high level assessment of potential projects in the sector from a technical perspective.

Lead and identify opportunities for technical assistance projects in the sector.

Prepare policy papers, discussion notes on issues arising, for consideration by government and other stakeholders.

Support the establishment of monitoring frameworks and provide ongoing feedback and technical backstopping and regularly monitor progress towards the identified indicators.

Advise on the development and establishment of a sustainable mechanisms for capacity development and oversight of reformed institutions in the sector.

Provision of strategic guidance and substantive technical inputs with regard to the sector policy dialogue and ensure well-functioning of the policy dialogue framework.

Systematically ensure that relevant experiences and lessons learnt elsewhere in the region or world-wide inform the implementation of sector policy agenda in Jordan and extract learning and document lessons learnt from the experiences in Jordan to articulate them with the regional and global body of knowledge.

Plan and carry out capacity gaps assessment and ensure the design and delivery of focused response programs to enhance the capacity of the sector.

Coordinate with the relevant donors, national agencies, international agencies on issues pertaining to the planning and development of the sector.

Advise senior management as well as appropriate sector counterparts on all matters related to development, providing strategic guidance, technical support and coordinating related initiatives at different levels.

Assist in conducting assessment, planning, formulation, execution, monitoring and evaluation of projects involving the sector, ensuring that all operations meet established international standards.

Qualifications:

A Master's degree in Science, Environmental Science/Management/Engineering or other related specialized fields is required. University degree with specialized experience on energy sector in similar organization/s, may be considered in lieu of a Master’s degree.

Minimum of seven years of substantive practical experience in environmental management and assessment of complex/sensitive projects, including climate change adaptation issues, including preparation and implementation of tourism policies and projects.

Excellent knowledge of the Jordanian and global environment and climate change context, and their impact on cost and efficiency of doing business and economic development.

Experience working with international NGOs and/or donor-funded projects.

Exceptional writing and editing skills with ability to write for multiple audiences and to support multiple modalities.

Excellent presentation skills.

Highly motivated with excellent interpersonal and team skills.

Flexible under pressure and in response to changing needs.

Fluency in both English and Arabic
