Child Protection Technical Advisor

CHILD SAFEGUARDING:

Level 3 – the responsibilities of the post will require the post holder to have the capacity to design safe programming and risk assessment for child rights activities

ROLE PURPOSE:

As a senior member of the Programs Department, the Child Protection Technical Advisor (CP TA) will oversee the strategic vision and direction of SC Jordan’s protection programmes, including development of relevant long-term plans and approaches for interventions. S/he will be tasked with developing and proposing holistic concepts and innovative designs for new project proposals and interventions that support SC Jordan’s long-term strategy in alignment with national strategic priorities and plans, while also ensuring alignment with Child Protection global initiatives. S/he will provide technical expertise on policy development and research and analysis on child rights issues in Jordan, while supporting project managers to deliver quality child protection services. The position holder will also lead on government relations to ensure strong understanding of capacity strengthening priorities of counterpart ministries and government entities for inclusion in programmes and interventions designs.

KEY AREAS OF ACCOUNTABILITY:

Lead the technical design of child protection interventions for both humanitarian and development programming.

Ensure child rights and protection considerations are integrated into all relevant projects.

Provide technical oversight and backstopping of all protection activities to ensure successful program implementation.

Improve program quality by leading the development, review, and cataloguing of standardized child protection technical tools, manuals, guidelines, trainings, regulations and protocols.

Lead on partner capacity building, mentoring and backstopping for child protection interventions.

Work cross-functionally (programs, project management, awards, and advocacy, media and communications departments) to lead on child protection technical initiatives.

Lead on CP and MHPSS assessment design and information analysis.

Lead the implementation of the child protection strategy in line with Save the Children’s global priority areas of child violence, child labor, child marriage, and policy implementation.

Keep abreast of child protection sector trends, developments and policies, and adapt and promote introduction of new methodologies, innovations and best practices.

Work closely with senior staff to support fundraising for child protection, including development of high quality concept notes and proposals, and engagement with donors’ technical advisers.

Provide timely inputs to program and donor reports on child protection project activities in compliance with internal Save the Children Jordan requirements and any relevant external donor requirements.

Working closely with the HR team, identify child protection staffing needs (both national and international) and ensure rapid recruitment, induction, and training of new staff.

Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team put in place a child protection monitoring plans, project quality indicators, ensuring this links to reporting requirements, SC’s Common Approaches, and build the capacity of field staff in carrying out the MEAL activities.

Working closely with the MEAL team to put in place accountability activities for child protection, ensuring that feedback from all partners / relevant stakeholders is considered in programme design.

Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings, the Sphere Charter and Red Cross Code of Conduct.

Representation & Advocacy & Organisational Learning:

Ensure that Save the Children Jordan’s work is coordinated with efforts of other agencies, and take a leadership role within the protection coordination forums.

Influence policy and practices and represent Save the Children Jordan at national/regional forums, working groups and other co-ordination and liaison meetings with partners, peer agencies and donors

Provide technical inputs/support to other Save Offices when directed by SCJ management.

Lead child protection research initiatives to build knowledge and efficient learning that will translate to higher quality programming for the most vulnerable children in Jordan.

Ensure lessons learned and good practice are documented and communicated to shape in-country strategies and program approaches, and disseminated to contribute to broader sector learning.

In collaboration with senior programme staff, develop child protection advocacy plans and support advocacy activities that target decision-makers at all levels.

Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

QUALIFICATIONS AND EXPERIENCE

Essential

Postgraduate degree or equivalent in the field of social work, human rights law, international relations, development studies, psychology or similar.

A minimum of eight (8) years’ experience in child protection in both humanitarian and developments context.

Significant experience in child rights policy development, research and analysis, project design and proposal development

Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts

Understanding of and commitment to Save the Children’s aims, values, and principles including rights-based approaches

Credibility to lobby, influence and represent Save the Children at all levels

Excellent interpersonal, communication, and presentation skills with fluency in written and spoken English and Arabic
