Job Summary Abt Associates seeks a qualified M&E Specialist for the Local Health System Sustainability Project’s Jordan Activity (LHSS/Jordan).The LHSS Project is USAID’s flagship initiative in integrated health systems strengthening, with a goal to help low- and middle- income countries transition to sustainable, self-financed health systems as a means to support universal health coverage. LHSS/Jordan in particular will support the Government of Jordan’s (GOJ) efforts to improve health care professionals’ competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development (CPD) system for professional license renewal. The Activity will also work with the Ministry of Health (MOH) and private sector on strengthening the Jordanian contact tracing system, providing rapid support to the country’s immediate COVID-19 diagnostic capacity, providing assistance to private and public sector partners for COVID-19 case management and surge support, and advocating to develop a legal framework for telemedicine services. This is a full-time position based in Amman, Jordan, working under the supervision of the Activity’s M&E Lead. Key Roles and Responsibilities The M&E Specialist will have the following specific duties and responsibilities: With the M&E Lead, collaborates with the LHSS Home Office MEL team to ensure alignment with project-wide MEL processes and reporting requirements, and to input regular report updates into the project-wide MandE 2.0 system; Supports the M&E Lead in drafting and updating project M&E plans, including indicators and performance indicator reference sheets; Manages a rigorous approach towards M&E to measure performance on specific goals and objectives, including timely data collection using quantitative, qualitative, and participatory methodologies; Designs data collection tools, schedules, and analysis methods in line with the project-wide work plan management and monitoring system and interactive platform; Ensures data accuracy for reporting indicators across the Activity, and timely reporting on indicators against expected results; Supports the MOH in drafting its M&E CPD plan and in quarterly reporting on indicators; Supports the M&E Lead with the Activity’s overall learning agenda to derive lessons learned and best practices from implementation; Supports the interpretation of MEL findings for project planning, decision-making, course-correction, and communication of successes. Preferred Qualifications Bachelor’s degree in anthropology, social science research, or a related field, and at least 4 years of professional experience. Experience in qualitative research methodologies required. At least 3 years of experience in USAID monitoring and evaluation systems. Experience in training to conduct focus groups, and other participatory community actions, in order to inform new initiatives. Must be a "self-starter” who will identify problems and initiate corrective actions. Excellent interpersonal communication, organizational, and computer skills. Proficiency in English required. Minimum Qualifications ( 4+ ) years of experience OR the equivalent combination of education and experience.
