Reporting to: Section Head of Environmental /Social Standards Unit

Proposed Mandate and functions of PMD:

The focus of PMD is primarily to support and follow up the water sector reform measures as agreed upon in the task matrix of the Development Policy Loan, funded by KfW/ AFD.

Professional support to WAJ through a team of qualified national and international experts is focussing on utility companies and WAJ operational units.

PMD role was and is as well to act as a kind of think tank and incubator for driving and introducing technological and managerial development.

The requirements of KfW and other funding agencies regarding ESIA will have to be reflected in investment projects and WAJ operations. The E&S Unit shall support WAJ organizational units to implement the ESIA and proposed measures and monitor compliance.

Major intervention areas will be the

Assessment of the existing policy, legal and institutional framework regarding environmental and social standards in Jordan;

Short-term review on the achievements of the current E&S measures;

Identification of necessary complementary E&S measures to achieve the expected impacts;

Ensuring compliance with monitoring and reporting requirements agreed with donors, consultants, contractors and WAJ.

Development of a proposal for establishment of an E&S unit at PMD and implementation of the unit after approval by WAJ;

Supporting the application of E&S Standards in the regular investment projects of WAJ;

Supervision and implementation of recommendations defined in the E&S country system analysis for the DPL;

Carrying out a gap analysis Jordanian versus international E&S standards for investment projects in the water sector;

Development of a sustainability directive for WAJ;

Evaluation of reform opportunities and existing barriers in the water sector for successful implementation of E&S standards.

Key responsibilities of the position:

The E&S Unit has to work on three major tracks, i.e. assessing the existing situation in Jordan and the water sector, initiating and supporting ESIA on new investment projects and monitoring ongoing and new projects for compliance with agreed E&S standards.

 Another major task will be the assessment of the Public companies and WAJ business units regarding their compliance with the relevant Jordanian E&S standards.

In parallel the expert will have to support the establishment of the E&S unit and to establish a tight relationship with the WAJ business units responsible for investment projects.

Future developments of the sector will have to take into consideration constraints posed by limited water resources, technical aspects of matching supply and demand, timely implementation, economic, social, and health aspects of providing water to all. 

Scope of work:

Support the establishment of the E&S unit.

Assessment of relevant Jordanian E&S standards and compliance of public companies and WAJ business units.

Ensure compliance with E&S standards in projects agreed with donors, consultants, contractors and WAJ.

Technical assistance to the concerned contractual parties in implementation of agreed E&S standards.

Coordinate and cooperate with all water companies, WAJ administrations in governorates and monitor the results of performance-based projects in WAJ.

Report at regular intervals on the state of affairs and progress made towards realization of objectives to MWI, WAJ and selected funding agencies

Actively participate in PMD-internal/external committeeworks

Actively promote team work and make optimal use of expertise available within PMD.

Educational Background:

University Degree in Environmental Sciences, Environmental Engineering, Geography or Social Sciences

Knowledge/skills/experience Required:

10 years of professional experience in successful management of environmental and/or social work

Assessment and analysis of ESIA reports prepared by consulting companies and/or other institutions

Sound knowledge about Jordanian and international E&S standards and legislation

Good knowledge related to the provision of public services (based on in-depth professional experience in this field).

Experience in management of donor funded projects

Skills:

Fluency in Arabic and English (spoken and written).

Fully proficient computer skills and ability to use relevant software applications

Excellent interpersonal and communication skills

Behavioral Competencies:

Ability to convince WAJ personnel for applying E&S standards

Team-worker with the ability to establish and maintain effective working relations with people of different national and cultural backgrounds
