Consultancy: Digital Content Development (limited-term consultancy for individuals only)

Location: Amman, Jordan

Duration: Three months                       

Global Communities seeks a consultant to develop digital content for the USAID YouthPower online youth portal in Jordan. 

Program Summary

The purpose of the USAID YouthPower project is to improve civic engagement of youth. This is accomplished by working with youth to define and explore their agency, and by facilitating youth engagement with their local communities. The resulting increase in youth-centered dialogue and activities will empower youth to achieve their goals and better shape their futures. The beneficiary targets for USAID YouthPower are 10,000 at-risk youth in 60 communities throughout Jordan.

USAID YouthPower is developing a digital platform for participant youth to interact, network, and establish discussion groups and communities of practice around issues in their communities and beyond. The portal will provide a platform for dialogue between youth, and with external stakeholders, including governmental and non-governmental institutions, the private sector, civil society, activists, and community leaders. Key to this is the development of digital content that is both attractive to youth, easy to manage, and informative to all stakeholders.

The objectives of the USAID YouthPower portal are:

• Provide a challenging and fun digital space for youth to belong to and connect with extended networks in the country through online discussions, networking, and collaboration;
• Provide youth participants access to digital resources and content from USAID YouthPower activities, from partners and stakeholders in Jordan, and from external sources (regional, national, and international);
• Facilitate group thinking to transfer online discussions, and activities to offline community-based actions, campaigns, initiatives and communities of practice
• Build a digital community of practice on subject matters included in the Transformational Learning, innovation fund, and supplemental topics of interest by youth, and exchange good practices and lessons learned among youth and with experts in these fields;
• Highlight experiences of youth by publishing success stories marking individual and community engagement successes;
• Sustain the portal as a collective learning and dialogue hub to unfolded experiences of youth positive learning, knowledge exchange, design, and implementation of youth led initiatives through the portal and in communities.

Consultancy Terms of Reference

Working as part of the youth network team, the digital content developer will be responsible for the following:

• Contribute to understanding of youth in Jordan interests and behavior on digital media based on previous experience.
• Provide guidance on testing the user experience with youth, developing the website persona and how to test the porotype of the website.
• Provide guidance to USAID YouthPower to develop a youth friendly and engaging sitemap (wire framing).
• Develop USAID YouthPower strategic approach for digital content that will be published on the portal:

• Ideas for content,
• Tactics to generate traffic,
• Measuring level and quality of engagement and outreach,
• Good practices for designing and managing youth driven platforms

• Develop a content calendar for use by USAID YouthPower portal team on a piloting basis. This will include:

• Develop original content (e.g. text, video clips, animations, and infographics) and share it with USAID YouthPower for feedback and approval.
• Review and edit content produced by other members of USAID YouthPower team before publishing.

• Apply SEO and indexing strategies within the portal.
• Develop analysis reports on portal activities during the consultancy and create related templates.
• Provide guidance on how to create and lead online dialogue (e.g. through the established communities of practice) and upload content relatively.
• Provide coaching to USAID YouthPower portal team on how to develop digital content and portal monthly plans.
• Provide guidance to USAID YouthPower portal team on how to maintain the portal.

Activities will be undertaken through Task Orders as agreed with USAID YouthPower and the Consultant.

Qualifications

• Knowledge of existing and emerging information and communication technologies for development.
• Knowledge of youth driven platforms and initiatives.
• Creative and strategic thinking of designing user experience and digital content.
• Excellent analytical and writing skills for youth in Arabic and English.
• Excellent skills for developing digital content in the format of text using informal Arabic.
• Knowledge of “Wordpress” content management system is a plus.

**Travel to the field might be required.
