The main responsibilities

• Conducting individual management reviews and other studies, as assigned, and contributing to Agency-wide structural reviews and analysis of work flow processes and assisting in provision of related technical expertise and guidance to the client departments and offices to meet their operational / staffing needs;

• Carrying out job analysis and related research and on this basis drafts and/or reviews and amending post descriptions and updating norms and standards for International and Area posts ensuring the application of established guidelines and procedures as well as the adopted methods and practices in the area of organization design;

• Conducting all necessary research and preparing all documents related to management reviews, as assigned by the supervisor, including historical background of relevant structures and posts to ensure reliable and complete analysis and technical advice;

•   Reviewing and evaluating Area and International posts and grading requests in the Fields and HQ using the ICSC job classification tools; providing documented evaluation rationales in support of ODC’s classification recommendations;

• Ensuring due monitoring and updating of the Organization Design and Classification (ODC) intranet page; maintaining, updating and assuring quality of the staffing table and other reports in Power BI and other applications; building and supporting ODC data management systems including reports, post descriptions, organizational charts and other relevant tools;

• Being responsible for mapping new posts and organizational units; reviewing and, following appropriate analysis, recommending for authorization related Requests for Post Actions (RPAs) in REACH system and following up with relevant staff in HR at HQs and the fields, Budget Division and Information Management and Technology Department (IMTD) at HQA to ensure implementation of appropriate actions in line with approval; preparing/ amending organizational charts Agency-wide and preparing special position management and related reports to ensure consistent and up-to-date reporting on Agency posts and structures;

• Carrying out workload analysis, analyses staff assignment patterns and making recommendations on optimizing staffing levels/distribution to ensure efficient utilization of Agency human resources; closely collaborating with other ODC staff including the Compensation and Benefits team as required. 

Qualifications required

Education: A university degree from an accredited educational institution in public or business administration, human resources management, industrial engineering or any other related field.

Work Experience: At least five years of progressively responsible and relevant experience in human resources management, particularly in the areas of organizational design, job classification, staffing control, and compensation, of which ideally two years should have been acquired in a large international, governmental or commercial organization involving organizational analysis, operations research, work methods study or related disciplines..

Language(s) : Excellent command of written and spoken English and Arabic.
