POSITION SUMMARY:
The Procurement & Property Management Officer is responsible for ensuring the effective procurement of goods, services, and works as well as maintaining and managing the organization’s assets and property. This role requires a combination of procurement skills, property management experience, and a strong understanding of compliance and regulations.
KEY AREAS OF ACCOUNTABLITY
- Procurement Management:
- Lead the procurement process, including sourcing, tendering, evaluation, and contract management.
- Ensure procurement activities are conducted in accordance with organizational policies and procedures.
- Prepare and issue Request for Proposals (RFPs) and Request for Quotations (RFQs), ensuring that all specifications and requirements are clearly defined.
- Evaluate proposals and quotations, utilizing a transparent and fair evaluation process.
- Negotiate terms and conditions with vendors and suppliers, striving to secure advantageous agreements.
- Develop and maintain strong relationships with suppliers and vendors.
- Monitor contract performance and ensure timely delivery of goods or services.
- Property Management:
- Manage the organization's assets, ensuring accurate record-keeping and tracking.
- Oversee the maintenance, repair, and replacement of property and assets.
- Ensure compliance with local regulations concerning property and asset management.
- Coordinate with other departments to ensure optimal utilization of assets.
- Compliance and Reporting:
- Ensure all procurement and property management activities adhere to relevant laws, regulations, and organizational policies.
- Prepare regular reports on procurement activities, property status, and asset utilization.
- Assist in audits related to procurement and property management.
- Team Collaboration:
- Work closely with other departments to understand their procurement needs and property requirements.
- Provide training and guidance to other staff on procurement processes and property management best practices.
- Stay updated with market trends and emerging best practices in procurement and property management.
QUALIFICATIONS:
- Bachelor's degree in Business Administration, Procurement, Supply Chain Management, or related field.
- Professional certifications in Procurement or Property Management are preferred.
EXPERIENCE:
- Minimum of 2 years of experience in procurement, with a focus on tendering, contract management, and vendor relations.
- Experience in property management, especially in asset tracking, maintenance, and compliance.
Skills:
- Strong negotiation skills with the ability to engage vendors and suppliers effectively.
- Solid understanding of procurement processes, vendor management, and contract management.
- Proficient in property management software and tools.
- Excellent organizational skills with an ability to prioritize tasks.
- Strong analytical and problem-solving skills.
- Ability to work independently and as part of a team.
- Excellent communication skills, both written and verbal.
