Procurement & Property Management Officer

POSITION SUMMARY:

The Procurement & Property Management Officer is responsible for ensuring the effective procurement of goods, services, and works as well as maintaining and managing the organization’s assets and property. This role requires a combination of procurement skills, property management experience, and a strong understanding of compliance and regulations.

KEY AREAS OF ACCOUNTABLITY

  1. Procurement Management:
    • Lead the procurement process, including sourcing, tendering, evaluation, and contract management.
    • Ensure procurement activities are conducted in accordance with organizational policies and procedures.
    • Prepare and issue Request for Proposals (RFPs) and Request for Quotations (RFQs), ensuring that all specifications and requirements are clearly defined.
    • Evaluate proposals and quotations, utilizing a transparent and fair evaluation process.
    • Negotiate terms and conditions with vendors and suppliers, striving to secure advantageous agreements.
    • Develop and maintain strong relationships with suppliers and vendors.
    • Monitor contract performance and ensure timely delivery of goods or services.
  2. Property Management:
    • Manage the organization's assets, ensuring accurate record-keeping and tracking.
    • Oversee the maintenance, repair, and replacement of property and assets.
    • Ensure compliance with local regulations concerning property and asset management.
    • Coordinate with other departments to ensure optimal utilization of assets.
  3. Compliance and Reporting:
    • Ensure all procurement and property management activities adhere to relevant laws, regulations, and organizational policies.
    • Prepare regular reports on procurement activities, property status, and asset utilization.
    • Assist in audits related to procurement and property management.
  4. Team Collaboration:
    • Work closely with other departments to understand their procurement needs and property requirements.
    • Provide training and guidance to other staff on procurement processes and property management best practices.
    • Stay updated with market trends and emerging best practices in procurement and property management.

QUALIFICATIONS:

  • Bachelor's degree in Business Administration, Procurement, Supply Chain Management, or related field.
  • Professional certifications in Procurement or Property Management are preferred.

EXPERIENCE:

  • Minimum of 2 years of experience in procurement, with a focus on tendering, contract management, and vendor relations.
  • Experience in property management, especially in asset tracking, maintenance, and compliance.

Skills:

  • Strong negotiation skills with the ability to engage vendors and suppliers effectively.
  • Solid understanding of procurement processes, vendor management, and contract management.
  • Proficient in property management software and tools.
  • Excellent organizational skills with an ability to prioritize tasks.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and as part of a team.
  • Excellent communication skills, both written and verbal.

Ability to prepare detailed, accurate, and timely reports on procurement activities, property status, and asset utilization.
