The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
The purpose of a Logistics Technical Officer position is to contribute with specific technical competences to the logistics function. The post holder will be responsible for all procurement activities for the Area Office.
Generic responsibilities
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with logistics function strategy, tools, handbooks, guidelines and standards.
- Specific technical responsibility for implementation of the logistics function
- Specific technical responsibility for the quality control and monitoring of logistics function activities
- Provide specific technical support and capacity building towards logistics staff.
- Provide specific technical analysis and feedback to NRC representatives I coordination forums.
- Monitor the progress of team activities and ensure they are implemented according to standards.
- Implement complex systems and procedures in line with NRC policies, SOP’s and handbooks.
- Assess, promote and document ideas for technical improvement and further program development options.
Specific responsibilities
- Manages the set up and maintenance of all procurement filing, electronic and hardcopy, andensures that files are complete, correct and include all relevant documentation to meet audit. requirements.
- Ensures all local procurement procedures in NRC Office are effectively followed in compliance with the NRC logistics Handbook, SRO SOPs and relevant donor guidelines.
- Identification of suitable and reliable suppliers, vendors, providers and contractors of goods,works and services in support of program implementation in accordance with NRC logistics guidelines. Registering of suppliers in the supplier database
- Preparation of Tender Documents and support with Tender Evaluations – key focus on documenting Tender evaluation decision making
- Review procurement plans for all grants and consolidate these regularly into a country procurement plan
- Training of logistics and non-logistics staff NRC procurement processes, procedures and policies particularly on the correct use of NRC online UNIT4 procurement module 2
- Prepares and submits daily / weekly / monthly logistics reports as required, including PR Tracker, Contract Follow-Up, Procurement Plans, Vendor Database & Waiver Registry.
- Collection of price list surveys and leading on market reviews where appropriate
- Set up and management of Framework Agreements for the Area Office and maintenance of a Framework Agreement price list that is shared regularly with colleagues from other departments
- Any other specialized logistics assistance as directed by line management.
- Provide the support in Assets and Inventory management, tracking and counting.
- Provide the support in “Implementing Partners” management and reviewing financial reports.
