Organizational Context and Scope

Under the overall supervision of the Senior Resource Management Officer (SRMO), Supply Chain Officer (SCO) in Jordan and direct supervision of the National Supply Chain Officer; and, in collaboration with relevant units at CO, the Sr. Supply Chain Assistant will be responsible and accountable for supporting the management of the supply chain activities in IOM Jordan

Core Functions / Responsibilities:

Procurement

  1. In compliance with IOM supply chain rules and procedures, support the related supply chain activities to facilitate IOM end-to-end processes resulting in a timely and quality delivery of goods and services to the requestor.
  2. Carry out and support coordination of procurement activities in the office, including revision and consolidation of purchase request forms, organization and evaluation of solicitation processes and follow-up on purchase orders until the successful delivery of the goods, services or works and timely payment to suppliers.
  3. Examine purchase requests to ensure conformity and liaise with requesters.
  4. Assist supervisors in more complex, higher-value purchases, including LTAs establishment
  5. Support the development of procurement plans to optimize purchasing power and facilitate the implementation of project activities. Coordinate with and provide technical support and information to Project Managers in close coordination with team in IOM Jordan regarding procurement and service requests and requirements, in order to consolidate overall mission procurement (or service) requirements and optimize purchasing power. Apply IOM's sourcing & procurement strategy when planning for purchase of important commodities and services.
  6. Solicit bids, quotations, and tender documents; oversee the bidding process and provide support for procurement transactions, analysing them for conformity to specified requirements; conduct appraisals, select suppliers and confirm terms of payment; prepare purchase orders and confirm authorization is received from the SRMO and CoM.
  7. Provide technical guidance to requisitioners and all staff in the office on preparation of specifications and procurement instructions and procedures. Participate in the development, evaluation, and updating of systems and procedures for procurement; suggest areas for improvement and risk-mitigation measures.
  8. Identify local and international suppliers and service providers; participate in their evaluation taking into consideration quality, prices, reliability, and services and the organization’s best interests. Provide regular updates to Project management units regarding market opportunities and availability of vendors/suppliers to facilitate improved risk-aware decision- making and enhanced performance. Conduct regular vendors’ performance evaluation and regularly update IOM vendor database. Regularly update to the cost estimates platform.
  9. Follow up on the status of the open commitments with the team and ensure their timely delivery.
  10. Regularly check all incoming inquiries in the procurement-related mailbox and provide timely reply.
  11. Coordinate the maintenance of files (e-filing and hardcopies) with all required documentation Logistics
  1. Provide specialized support in the planning, implementation and monitoring of logistics activities related to property and asset management, warehousing, insurance coverage, maintenance, and transportation.
  1. Coordinate logistics operations with other UN Agencies, partners, and government authorities.
  2. Plan and coordinate fleet activities of the office and monitor fuel consumption and maintenance of vehicles.
  3. Coordinate service and maintenance of office equipment and a continued supply of all essential utilities and items used in the office.

General

  1. Guide, train and may directly supervise staff in the Unit.
  2. Participate in inter-agency procurement working groups when requested.
  3. Perform such other duties as may be assigned.

Education & Experience:

Education

  • University degree preferably in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with four years of relevant professional experience; or
  • High school diploma with six years of relevant professional experience
  • Professional certification in CIPS or equivalent is recommended

Experience

  • Experience in supply chain area and working with vendors and service providers;
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage
  • Experience working in an international organization is an advantage.

Languages:

Thorough knowledge of English and Arabic (oral and written)
