Purpose of the Consultancy

The purpose of this consultancy is to support promoting and implementing several activities on climate change and health in the Eastern Mediterranean region. This will be executed as part of climate change, health and environment unit (CHE) within healthier population department (HPD) at WHO, EMRO climate change and health programme.

Background

WHO has been working on climate change and health for over 25 years and has developed a comprehensive approach aiming to support countries to assess and manage the health impacts posed by climate variability and change. WHO’s approach aims to strengthen national capacities and improve the resilience and adaptive capacity of health systems to deal with the adverse health effects of climate change.

Climate change and health programme at CHE is supporting the 22 countries in the Eastern Mediterranean to advance the work on climate change and health profile on different areas of adaptation and mitigation. Through regular engagement with the official counterparts in the member states, WHO is committed to provide its support on all levels to ensure protecting the health of population form the negative direct and indirect impacts of climate change.

The main areas of support include building resilience within the health system to be adapted and more prepared to the negative effects of climate change on human health. This involves the technical support to initiate and implement the process of climate change and health vulnerability and adaptation (V&A) assessment, developing national health adaptation plans (HNAP), and facilitating accessing funding mechanisms to implement the action plans of the adaptation plans.

Further support is also provided to assess the impacts of climate change on health care facilities and the existing vulnerabilities in face of several climate hazards. Similar assessments can be conducted to measure the level of climate resilience, environmental sustainability, and carbon footprint of any given health care facility. The support is also extended to ensure developing and implementing action plans that are build based on these assessments aiming to enhance facilities resilience and environmental sustainability while reducing the carbon emissions of the facility and its operations.

Furthermore, WHO is promoting and supporting climate change mitigation actions that are of health co-benefits within the health sector and other health determining sectors. Other activities include supporting countries to pilot several projects on health system and facilities level, like integrating an early warning and response system on some selected climate sensitive vector-borne diseases, economic evaluation and quantification of climate actions across other sectors, piloting WHO tools and guidelines on health care facilities and others.

Other areas of support include supporting further engagement of health representatives in any relative regional and global climate change and health events, networks, and forums like the Alliance on Transformative Action on Climate Change and Health (ATACH) and its working groups, UNFCCC MENA Climate Week, COP28, and regional or global training and workshops.

Planned timelines

Full time during the following period (11 months)

Start date: 1 October 2023

End date: 31 August 2024

Work to be performed

Output1: Support the initiation and completion of climate change and health vulnerability and adaptation assessment V&A and health national adaptation planning HNAP in several countries of the region including assisting in organizing training workshops and virtual follow up meetings.

Deliverable 1:1: Develop documentation on framework/template for the V&A assessment and HNAP for each country to adopt and support in the completion of this template on national levels.

Deliverable 1:2: Develop concept notes and draft agenda for national training workshops on conducting V&A assessment and developing HNAP in Bahrain, Iran, Lebanon, Oman, Pakistan, Palestine, Saudi Arabia, Tunisia and Yemen in addition of preparing summary report after the completion of each workshop.

Output2: Assist the CEHA Regional Advisor in developing concept notes and draft agendas for a regional meeting/training on climate resilient and environmentally sustainable health systems and ATACH including training materials and presentations.

Deliverable 2:1: Assist the WHO CEHA regional Advisor in preparation of concept notes and agenda for a regional meeting on ATACH that will track progress made and identify challenges.

Deliverable 2:2: Prepare a detailed report on the outcomes of the meeting including the identified progress, needs, challenges and way forward.

Output3: Support the initiation of several piloting projects of WHO tools on climate resilient and environmentally sustainable low carbon health care facilities.

Deliverable 3:1: Develop concept notes and draft agenda for national training workshops and training on the use of WHO tools on health care facilities and Aga Khan carbon footprint management tool.

Deliverable 3:2: Prepare a detailed report on progress, results of the piloting projects in Egypt, Iran, Jordan, Morocco and other countries as requested.

Output4: Support WHO participation in regional and global events on climate change and technically support the participation of health representatives form member states.

Deliverable 4:1: Prepare a detailed report on the participation and outcomes of MENA Climate Week and COP28 identifying future opportunities for national, regional and global collaboration.

Specific Requirements

Qualifications required:

Essential: University degree in Environmental health studies or climate change, public health or equivalent

Experience Required

1year of relevant experience working in environmental health studies, climate change and health.

Skills / Technical Skills And Knowledge

Experience in implementing WHO tools and guidelines regarding vulnerability and adaptation assessment, climate resilient and environmentally sustainable health care facilities, and carbon footprint management.

Excellent analytical skills

Language Requirements

Essential fluent in English and Arabic (Read-Write-Speak)

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
