Project Lead for Art Competition on Climate Education and Action Consultancy, MENARO (5 months, office-based)

How can you make a difference?

The UNICEF Middle East and North Africa Regional Office (MENARO) launched the Blue Dot project in 2021. Through this project children expressed themselves through artistic expression and through various themes that incorporated nature, peace, friendship and learning from home. The Blue Dot: Project CLEAN project raised awareness about one of the most pressing environmental issues of the region: reducing plastic waste. The aim is to educate children on the devastating effect of littering and extensive plastic use and to promote: 1) re-using and recycling at home, 2) reducing consumption of single use plastic at household level and raise awareness about the 3) negative impact of littering.
UNICEF MENARO and UNICEF Gulf Area Office, in cooperation with the Ministry of Education in the United Arab Emirates, will work together to contribute to the vision set by the Ministry of Education towards COP28 by building on good practices of the Blue Dot Project and by scaling up this program to be included in overall program plans towards COP28. The Blue Dot project, a new name will be identified for the Art Competition, will focus on engaging children from UAE and from selected global countries through a call to participate and compete for the best innovative initiatives to mitigate and address climate change.

Scope of Work

The Consultant will lead on the development and implementation of the Art Competition on Climate Education and Action.
The TASKS AND RESPONIBILITIES includes the following:

  • Support in developing a workplan for the delivery of the Art Competition including a timetable and expected deliverables.
  • Development of a TOR for technical support on the digital aspect of the program for specialized digital company / individual to lead on the digitalization of all products related the Art Competition in collaboration with the Ministry of Education.
  • Development of promotional material and promotional videos (introductory phase)
  • Prepare and launch Expression of Interest for children in identified countries (6-9 years and 10-15 years)
  • Prepare and coordinate the implementation of a promotional/communication plan for the Call for Expression of Interest in collaboration with the UNICEF Communication section in the Gulf Area Office, MENARO and Headquarters.
  • Develop and disseminate information on registration eligibility and processes ensuring that all information is clear to children globally.
  • Acquire consent forms and written approvals from caregivers / parentsDevelop a schedule of events and media statements, including social media posts on the importance of the event, its objectives and the cooperation between UNICEF and MOE on children’s participation.
  • Develop a story log outlining the video sequences.
  • Develop a Terms of Reference for the Review Committee of the children’s submissions (July) including criteria for the winning projects,
  • Ensure that consent forms from parents/caregivers of selected submissions are obtained following UNICEF processes.
  • Lead the consolidation and review process of all submissions with the Review Committee and document results.
  • Support knowledge management of UNICEF GAO work on climate change in the lead up to COP28. Coordinate the activities of the Art Competition and establish linkages with other activities led by UNICEF GAO such as the Youth Advocates and Children’s Champions projects.
  • Develop a monthly newsletter to share activities/interventions led by UNICEF GAO in the lead up to COP28.
  • Develop Knowledge Management Updates for the UNICEF MENARO Education section on a weekly basis.

To qualify as an advocate for every child you will have…

  • An Bachelor's university degree in Communications, Journalism or Marketing.
  • A minimum of 3 years of relevant experience.
  • At least 2 years of professional work experience in education sector.
  • Strong design skills, particularly in multimedia production
  • Experience in supporting a team is an asset.
  • Good knowledge of programme management.
  • Strong knowledge of use of different design platforms/software (such as Adobe Design Premium, In-Design, Corel Draw, etc.)
  • Clear, creative, and mature style of design.
  • Experience in production targeting children is an asset
  • Languages: Arabic, English and French

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
