JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance, capacity strengthening and anticipatory action related needs. Anticipatory Action plays a pivotal role in the strategic efforts of the World Food Programme (WFP) in Pakistan, aligning with its country goals. By integrating Anticipatory Action projects into their operations, WFP aims to enhance its ability to respond to the specific challenges faced by vulnerable communities in the country. Through advanced forecasting and risk analysis, the WFP can proactively identify regions at high risk of food insecurity and implement targeted interventions before a crisis unfolds. This approach enables the WFP to pre-position necessary resources, such as food supplies, cash transfers, and livelihood support, to vulnerable populations, thereby reducing their vulnerability to future shocks. By combining their expertise in humanitarian assistance with anticipatory measures, the WFP contributes to building resilience, promoting food security, and achieving sustainable development goals in Pakistan.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
2. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
3. Responsible for the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project.
4. Act as focal point for overall AA component coordination and collaboration that include government bodies, other UN agencies, working groups both national and international, (I)NGOs, and academia.
5. Reviewing already developed feasibility assessments of selected hazards to develop Anticipatory Action Plan.
6. Reviewing and supporting relevant department/PO in developing hazard-specific thresholds, vulnerability, and exposure data to develop forecast triggers that are technically strong and tailored to the populations needs.

7. Provide overall supervision in identifying multi-sectoral anticipatory actions that have high potential to mitigate impacts of prioritised hazards Identifying and assessing potential sources of funding for AA.
8. Supervise the entire process of developing AA Plans – including actions, actors, costs, thresholds, triggers, and predetermined funds to be mobilized in anticipation of an extreme weather event.
9. Assessing and strengthening readiness capacity of stakeholders including government bodies such as PMD, N/PDMA/DDMA etc and Implementing partners – this may include pre-targeting of beneficiaries, setting up beneficiary information management systems, last-mile communication mechanisms, financial management measures for timely disbursement of funds where required.
10. Closely monitor triggers and thresholds to activate AAP.
11. Assist in the efficient management and execution of the Climate Change Adaptation Programme, including taking charge of the implementation of the Climate Adaptation Journey in collaboration with WFP implementing partner. Additionally, contribute to the development of locally led adaptation actions at the community level.
12. Oversee the planning, implementation, and monitoring of climate change initiatives. Collaborate with internal teams and external partners to ensure effective coordination and alignment with organizational objectives.
13. Stakeholder engagement and partnership building: Foster collaboration and engagement with key stakeholders, including government agencies, NGOs, communities, and private sector organizations. Develop and maintain partnerships to leverage resources and knowledge for climate change initiatives.
14. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
15. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
16. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
17. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
18. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
19. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
20. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:Minimum of Six years’ working experience in relevant field, preferred with thematic focus on Risk Financing, Disaster Risk Management.
• Has gained experience in implementing technical programs (i.e. Anticipatory Action, DRR and Climate Change etc.).
• Has implemented programmes and provided input into designing operations.

• Has provided input into policy discussions and decisions.
Experience in data analysis, data projections and GIS mapping will be preferred.
Demonstrated knowledge of humanitarian issues and Disaster Risk Management, with a particular focus on Early Warning Early Action, Early Warning System, Disaster Risk Reduction.
Previous experience with FbF, Early Warning Early Action will be an added advantage.

Knowledge & Skills:
Knowledge of risk analysis, early warning systems, and forecasting methods
Familiarity with data sources, analytical tools, and modeling techniques
Project management skills for coordinating complex initiatives
Strong organizational skills and attention to detail
Ability to prioritize tasks effectively
Excellent communication and collaboration skills
Capacity to engage with diverse stakeholders
Clear and concise communication of complex concepts
Ability to build consensus around anticipatory measures

Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.

This job will be based in Country Office, Islamabad. Job holder will report to a senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
