Program Operations Coordinator (National)

TITLE: Programme Operations Coordinator TEAM/PROGRAMME: Program Operations LOCATION: Amman, with travel to field locations GRADE: TBC CONTRACT LENGTH:
Permanent
Fixed Term 12 months

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Programme Operations Coordinator (Ops Co) is envisioned as a primary support to the Director of Programme Operations (DPO) to help ensure the quality delivery of country programmes across a complex, volatile, multi-area and multi-sector response that requires considerable investment and oversight from the central Programme Operations Team.
The Ops Co will assure the cohesion and consistency of information shared, ensuring coordination among Field Offices and the CO. Moreover, the Ops Co will play a focal role in the Strengthening System Process as a focal point for the management of specific related identified funds Humanitarian Funds.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:

Key Relationships: Area Directors (x3), Deputy Area Directors – Programs (x3), Deputy Area Directors – Operations (x1), PDQ Director, Finance Director, Head of Supply Chain, SPPA Director
KEY AREAS OF ACCOUNTABILITY :
Implementation oversight to multi-area and very high risk awards (10%):

  • For a number of specific multi-area and very high-risk awards, the Ops Co will provide essential support and coordination to the DPO and the Area Offices in terms of coordinating across the fields and providing additional operational review.
    Coordination of implementation issues across the area offices (60%):
  • In the perspective of the overall implementation of the Country Annual Plan, work closely with the Area Offices to develop and follow up on the implementation of the Field Plans
  • Focal Point for Humanitarian Fund and other seed funds, ensuring timely reports review and follow up
  • Focal point for Global Assurance Audit, ensuring coordination and timely follow up on the agreed action points
  • Support the DPO on coordinating regular operations calls/meetings across the fields (incl. facilitation of ops calls, documentation of issues and actions, follow-up on action points with delegated parties and provision of troubleshooting support as necessary).
  • Participate in the monthly awards review meetings as well as the BvAs at AO level as needed, working in close collaboration with the Awards team and Field Managers to streamline and strengthen awards review processes between the teams.
  • Support DPO to backstop Area Offices and Field Offices and trouble shoot critical implementation issues arising across the areas.
    Operational improvement & systems strengthening (10%):
  • Based on awards oversight and operations coordination, support to identify systemic issues, constraints and risks to implementation. Support DPO on developing operational improvement plans, identifying the necessary actions, resources (staff, advisors, funding).
  • Coordinate and support to drive improvement plans across the Ops department
    Emergency preparedness & response (10%):
  • Work with DPO/ Area Offices to strengthen approaches on and capacities in emergency preparedness & contingency planning across the country programme and support DPO to ensure that humanitarian preparedness actions are incorporated across field offices.
  • If/when relevant support DPO and Area Offices to develop contingency plans, help coordinate emergency response across fields, provide surge support to Field Managers during emergency spikes, etc.
    Ad hoc (10%):
    Any other tasks as delegated by DPO within the general mandate of the Ops Co, e.g. offload DPO on ad-hoc operational tasks, planning asset allocation across areas, support to recruitment of key ops roles, input into strategic planning sessions, etc.

    QUALIFICATIONS
    Bachelors or advanced degree or work equivalent (Development or Management preferred)
    EXPERIENCE AND SKILLS
    Essential
  • Commitment to and advocate of Save the Children's Child Safeguarding policy;
  • Fluency in written and spoken English and computer literate;
  • Experience of working with an international NGO in a field location for at least 4 years
  • Experience of working in the humanitarian sector, ideally within emergency response;
  • Excellent coordination skills & good experience in facilitating diverse working groups;
  • Strong programme management skills & experience; incl. budget and project cycle management;
  • Experience working in insecure & difficult environments;
  • Proven experience in award management, including budget holding and donor reporting;
  • Ability to juggle multiple tasks, work under high pressure and late hours when needed;
    Desirable:
  • Experience in a complex and matrix-managed organisation;
  • Previous experience with and knowledge of Syria;
  • Arabic language;
  • Knowledge of Save the Children systems and ways of working;
  • Has attended Hostile Environment Awareness Training within the last 2 years
