Organizational Context and Scope

The United States Refugee Admissions Program (USRAP) operates world-wide with a target of providing resettlement opportunities to many thousands of refugees each year. IOM provides a range of services and support to the USRAP including, but not limited to, case processing, migration health assessments, cultural orientation training, organized transportation and administration of a travel loan and collections program. The Department of Operations and Emergencies (DOE), specifically the Resettlement and Movement Division (RMM), has the organizational responsibility to provide direction, oversight, and guidance to IOM’s global support to all resettlement programs.

Context:

Under the United States Refugee Admissions Program (USRAP), the Resettlement Support Center (RSC) provides critical support and processing services for resettlement to the US. As part of an MOU between IOM and the US State Department Bureau for Population Refugees and Migration (PRM), IOM manages the RSC for Middle East and North Africa (MENA). RSC MENA manages US resettlement activities in Jordan, Iraq, Egypt, Syria, Morocco, Algeria, Tunisia, Libya, Yemen, Oman, Saudi Arabia, Qatar, Bahrain, Kuwait, United Arab Emirates & India. RSC MENA prepares applications for adjudication by and provides support to visiting US Citizenship and Immigration Services (USCIS) officers, facilitates security and medical screenings, provides information about arrivals to resettlement agencies in the US and offers Cultural Orientation (CO) training to individuals departing for the US.

Under the general supervision of the Project Officer, Data Integrity, RSC MENA, and the direct supervision of the Senior Project Assistant, Data Integrity, RSC MENA, the Project Assistant is responsible for undertaking and guiding case management activities, with the following duties and responsibilities:

Core Functions / Responsibilities:

  1. Assist with data integrity activities in an assigned area or areas, such as such as reporting, data quality assurance or application management.
  2. Assist in creating reports for RSC MENA and presenting them in a timely, clear and concise format using SQL Reporting Services (SSRS) and other reporting tools.
  3. Assist in designing and publishing reports for RSC MENA that are presented in a clear and informative format, ensuring data integrity and veracity and utilizing data drawn from multiple database sources.
  4. Assist in coordinating the distribution of reports, typically by email, to relevant stakeholders, both internal and external.
  5. Provide end user support to colleagues in RSC MENA using reporting tools, including conducting instructional tutorials and offering assistance to them as needed.
  6. Provide general assistance in developing in-house applications for the USRAP at RSC MENA.
  7. Provide regular reports on the work being accomplished to the Project Focal Point, Data Integrity, and/or supervisors and team members.
  8. Undertake duty travel as needed to participate in meetings or training.
  9. Demonstrate an in-depth understanding of the USRAP, SOPs and (U.S. Government refugee processing application) START, as well as the ability to remain professional, impartial and unbiased during all interactions with applicants and colleagues.
  10. Maintain the confidentiality and integrity of all RSC-related information by implementing control procedures in line with USRAP standards of conduct and data protection rules. Alert the Project Focal Point or RSC management of any non-compliance to SOPs or codes of conduct by RSC staff members.
  11. Perform such other duties as may be assigned.

Education & Experience:

  • Bachelor’s degree from an accredited academic institution preferably in Computer Science, Information Management or a related discipline with at least (2) two years of relevant working experience. OR
  • Completed Secondary School Diploma from an accredited academic institution with at least (4) four years of relevant working experience.

Skills & Technical:

  • Attention to details and ability to organize
  • Excellent computer skills, including in Word, Excel and Internet; IT skills are a distinct advantage.
  • Knowledge of Microsoft SQL Server 2012 and SQL Reports Server and experience in using SSMS and BIDS
  • Ability to work under pressure with minimum supervision.
