How can you make a difference?

The purpose of this independent review is to assess what difference NLG as a regional advocacy platform is actually making for Syrian children and youth in its three focus areas (education, child protection and mental health and psychosocial support – MHPSS) and identify key challenges and lessons learned; to determine whether it continues to be fit for purpose in the current context; to analyze its implementation modalities and supporting structure; and to provide specific recommendations (including on potential strategic shifts) about its future in 2024 and beyond.This will be done through an assessment of the following domains: relevance, effectiveness, efficiency, intended and unintended results (potential impact) and sustainability/way forward.

Scope of Work:

This external review will look at the NLG initiative as a whole, but more specifically at the period from the last evaluation in 2019, that is, at the period of implementation of NLG phase III.The geographic scope of the review is the same as NLG itself: Syria and the five main refugee hosting countries: Egypt, Iraq, Jordan, Lebanon and Turkey. However, it is important to stress that the main purpose of this review is to look at NLG as a regional platform and initiative.The actual review of interventions implemented at the national level in the six NLG countries is not the object of this external review, only as far as they serve to illustrate the relevance and efficiency of NLG’s work as a regional advocacy effort.

Deliverables and timelines

  • Review of ToR with NLG Coordination Team, including purpose, scope, review questions, list of people to be interviewed, calendar, etc. Preliminary desk review and elaboration of inception report 15 days after start of the assignment.
  • Complete desk review, conduct interviews with stakeholders, draft final report with findings and recommendations along all aspects of the review and elaboration of draft final report 15 days before end of assignment.
  • Fine tuning of final report, based on discussions with NLG Coordination Team, elaboration of final report, in full, summary version and power point version and Presentation of final report to key stakeholders end of assignment.

To qualify as an advocate for every child you will have…

Education :

  • A Bachelors university degree in Monitoring and evaluation, other social studies.

Experience:

  • At least 5 years of professional experience in undertaking reviews, assessments, evaluations of social programmes or initiatives.
  • At least 1 experience reviewing multi-partner initiatives or networks.

Language:

  • Fluency in English is required. Knowledge of another official UN language (Arabic and French) is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
