BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Climate and Disaster Risk Reduction Service (PROC) in WFP headquarters is leading the implementation of WFP’s Climate Change Policy. The 5 technical teams in PROC are providing guidance, technical support and policy engagement on a range of climate solutions, including programmes to protect the most vulnerable countries and people with insurance solutions; climate risk analyses to help governments better understand the impact of climate risk on food security and nutrition; Forecast-based Financing and climate information services to increase anticipatory action at community level; technical support to help governments access multilateral climate financefor concrete adaptation projects focusing on resilient food systems; and sustainable energy services to address the energy needs related to the production, processing and consumption of food.

PROC has recently commissioned two policy evaluations – the Policy on Disaster Risk Reduction and Management (DRR/M, 2011) and the Climate Change Policy (2017). The DRR/M Policy directs WFP's work on improving food security related to disasters, while the Climate Change Policy defines how WFP plans to contribute to preventing climate change and climate-related shocks from exacerbating existing vulnerabilities and risks and from undermining progress towards ending hunger and malnutrition.

Following the recommendations from these evaluations, PROC will update the WFP Climate Change policy to incorporate recent changes in the external context, convey the evolving cross-cutting nature of WFP climate change actions, and reflect lessons learned and new internal priorities to guide the organization. Reflecting its potential for application across a broader spectrum of activities in WFP, the concept of Disaster Risk Reduction will be re-positioned and mainstreamed across other relevant policies and functions across the organization. The updated Climate Change policy is expected to be submitted to the WFP Executive Board in November 2024, concurrent with an updated Resilience policy that is being concurrently developed by WFP's Resilience and Food Systems Service (PRORL).

PROC is seeking a consultant to support the policy revision process and coordinate a broad range of internal and external consultations that are necessary to updating WFP's Climate Change policy and the mainstreaming of DRR. This also includes a conceptual mapping of DRR across the organisation and a conceptual model for its integration with other functional workstreams in the organization.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Coordinate consultations with WFP entities that are relevant to the updaste of WFP's Climate Change Policy across Headquarters (HQ), Regional Bureaux (RBx) and Country Offices (COs)
  2. Ensure close coordination and alignment with the concurrent uptading process of WFP's Resilience Policy to avoid duplication, enhance complementarity and enhance clarity on conceptual approaches.
  3. Identify and coordinate with relevant external stakeholders, including Rome Based Agencies and other partners (including UNDRR, UNFCCC) to ensure that feedback and latest thinking about climate action and DRR are reflected in the Climate Change policy update.
  4. In consultation with internal and external stakeholders, map activities in WFP that are related to as, and coordinate closely with d departments (in particular but not limited to EME, PROR and PROC) to ensure DRR is defined in a WFP context so that it can be reflected and mainstreamed in policies and guidance.
  5. Consolidate regular updates for WFP's senior management and policy review committee, and provide continuous coordination with the review committee to ensure ownership throughout the policy design process, including through peer review.
  6. Ensure consistency in the flow and integrity of the overall draft of WFP's Climate Change Policy, in close coordination with relevant drafting focal points and in line with WFP quality standards.
  7. Produce drafts and final versions of a costed implementation plan and a results framework accompanying the updated policy.
  8. Prepare, coordinate and participate in WFP Executive Board meetings and informal consultations on the updated policy.
  9. Support WFP senior management in strategic and practical aspects related to the policy update and its roll-out, including engagement with the Executive Board and other corporate stakeholders.
  10. Provide strategic advice in all matters related to the policy update and its implementation, among other aspects, to ensure internal and external coherence; enable internal and external positioning; and facilitate strategic partnerships.
  11. Building on the mandate to reposition and mainstream WFP's approach to DRR, engage with DRR-related partnerships, policy processes and meetings as required
  12. Any other duties as required in the context of climate and DRR-related policy and partnership engagement.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Initial high-level roadmap to update WFP's climate change policy in coordination with internal and external partners
  • Mapping of DRR-relevant activties in WFP across all relevant thematic functions, to facilitate coherent integration of DRR in the development of upcoming WFP policies, strategies and program guidance
  • Theory of Change for the updated Climate Change Policy
  • Costed implementation plan for the updated Climate Change policy
  • Results framework for the updated Climate Change policy
  • Documents required to prepare and inform consultations and presentations at the level of senior management, the WFP Executive Board and relevant policy review committees, among others (including talking points, powerpoint presentations, Q&A documents, meeting agendas, meeting records, NfRs etc.)

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Development, International Relations, or other field relevant to international development assistance, or First University Degree with additional years of related work experience.

Experience

  • 10+ years of relevant international experience. The candidate should be able to demonstrate strong competence in the following areas:
  • Extensive experience with different UN agencies and bilateral development cooperation agencies.
  • Excellent writing and communication skills, demonstrated in high-profile evaluations, strategies and similar products.
  • Experience in consolidating organizational programme strategies and development policies, ideally with exposure to those processes in different multilateral organizations and bilateral development agencies.
  • Senior level work planning and project management skills demonstrated in a UN or other international context.
  • Overview of climate change and DRR policy in the UN context
  • Exposure to the work of WFP Country Offices is a strong asset
  • Demonstrated research ability and ability to link analysis to programme design.
  • Has led teams in high-level strategic discussions and facilitated stakeholder consultations effectively.
  • Demonstrated experience working in an international environment heavily dependent on virtual networking and engaging individuals from a diverse range of geographical and functional areas.

Knowledge & Skills:

  • Solid knowledge of WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation particularly of climate action, monitoring, and evaluation desirable.
  • Ability to analyse and consolidate quantitative and qualitative information across a wide range of climate sensitive and specific programming.
  • Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour.
  • Demonstrated ability to produce high-quality written outputs and ability to present in English. Knowledge of a second official UN language is desirable.
  • Strong communication and conceptual skills.

Languages:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language will be an asset (Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese).
