BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP envisions a world with zero hunger where everyone has equal opportunities, equal access to resources and an equal voice in the decisions that shape their lives, including as individuals within households, communities, and societies. To that end, the goal of the WFP Gender Policy 2022 is to ensure that WFP optimizes its presence, role, and capabilities, in partnership, to advance gender equality and empower women.

The policy sets out the following three objectives to address the gender inequalities that continue to exacerbate food insecurity and poor nutrition outcomes:

  1. Achieve equitable access to and control over food security and nutrition – by broadening WFP’s assessment, implementation and monitoring activities to better respond to intrahousehold food distribution dynamics.
  2. Address the root causes of gender inequalities that affect food security and nutrition – by challenging the barriers that influence the meaningful participation of all household members as agents of change
  3. Advance the economic empowerment of women and girls in food security and nutrition – by using food and nutrition assistance as entry points to livelihood opportunities that increase equitable access to productive assets, financial services and technologies.

Four inter-connected priorities provide the updated policy’s foundation of gender best practices: enhanced and equitable participation; strengthened leadership and decision making; enhanced protection to ensure safety, dignity and meaningful access; and transformative action on social norms and structural barriers. In order to achieve the objectives and priorities, the policy is guided by seven essential enablers, which form the organizational building blocks for translating WFP’s ambitious commitments into gender equality actions and results, both internally and externally. The enablers that are guide WFP’s data and evidence work are: (a) Ensuring participatory quantitative and qualitative data collection, analysis and use; (b) Consistent monitoring, reporting and evaluation; (c) Ensuring accountability at all levels; and (d) Strengthening individual and institutional capacity.

The Gender Policy 2022 was formally approved at the WFP Executive Board in February 2022, and its implementation is underway. The implementation includes several workstream, including revision of key corporate gender tools such as the Gender and Age Marker (GaM), the Gender Transformation Programme (GTP), and development of new Corporate Results Framework (CRF 2022-2025) gender indicators for piloting in 2023.

The Gender Equality Office (GEN) requires a short-term professional to undertake broad tasks as a Gender Equality Data and Evidence Consultant.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the general supervision and guidance of the GEN Pillar 3 lead: Data and Evidence, the Gender Equality Data and Evidence Consultant will be expected to generate, analyze and validate data and evidence related to the ongoing work of the GEN team including, but not limited to, the following:.

1. Strengthen Gender Equality in Corporate Data Collection, Analysis, and Reporting (through WFP frameworks, tools, and policies)

  • Identify potential collaborations and maintain relationships with the Research, Assessment and Monitoring (RAM) units (RAMAH (Hunger and Monitoring unit), RAMAN (Needs assessments and Targeting unit), RAMM (Field monitoring unit) etc.) to provide technical support in generating high quality gender equality data and evidence.
  • Support the RAMAN team with the individual level gender sensitive l indicatorspilot exercise underway in the Central African Republic, Dominican Republic, Ecuador, Iraq, Myanmar and Peru.
    • Coordinate the process with the relevant country offices
    • Develop a plan and tools for qualitative indicators collection
    • Provide trainings to the enumerators/ CO staff on the qualitative data collection and recording
    • Analyse the qualitative data from a gender perspective and produce a report

2. Integration of Gender Equality in the RAM Tools

  • Integrate gender equality considerations and/or indicators as appropriate in the survey designer tool (in collaboration with the Code Book governance team, and through participation in the monthly meetings).
  • Support the RAMAH team to reinforce data granularity in the remote questionnaires and to display gender sensitive data in the corporate Hunger Map tool.Support studies to measure gender equality results and assess the relationship between gender (in)equalities and food and nutrition (in) security
  • Participate in the Programme and Policy Development Department (PD) monitoring monthly meeting and take note of the most relevant points for GEN.

3. Strengthen Qualitative Research

  • Represent the GEN in the qualitative taskforce (Workstream 2: Strengthen quality of and collaboration on qualitative methodologies, tools and guidance across WFP’s activities).
  • Support identifying qualitative indicators and assessment methodologies for a better understanding the gender dimensions of food and nutrition (in)security.
  • Support RBs and COs in conducting gender responsive qualitative research in collaboration with RAM and the qualitative taskforce.

4. Gender CRF Indicators

  • Support the ongoing validation exercises for new CRF indicators, including but not limited to the gender equality cross-cutting indicators, in collaboration with the GEN Pillar 3: Data and Evidence Team, as well as with other sections and offices.
  • Support the GEN Pillar 3 team to develop and validate a gender results pathway.

  • solid understanding of the 2030 Agenda for Sustainable Development, particularly of SDGs 2, 5 and 17, and respective targets and indicators, as well as how the work of WFP can contribute to achieving these;
  • solid understanding of emergency response, humanitarian and development assistance;
  • understanding with M&E frameworks and tools, including data analysis;
  • knowledge of current thinking and development in the field of gender equality and women’s empowerment, including measurement indices such as the gender development index (UNDP), gender inequality index (UNDP), global gender gap (WEF), women’s empowerment in agriculture index (CGIAR), etc.
  • Knowledge of effective advocacy and communication techniques for advancing gender equality (achieving buy-in and ownership).

DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:

  • Individual Level Indicator Pilot – enumerator training materials, comparative lessons learned reporting from qualitative data collection across participating countries, analysis and summary reports of qualitative and individual level data collected for each country that has completed the individual level indicator pilot, final report summarizing lessons learned and recommendations for scaling-up (assuming pilots are completed by October 31 – summary report covering those completed would be acceptable in this instance).
  • Qualitative Task Force – provide substantive gender-specific inputs into the development of knowledge products including but not limited to guidance materials, training materials, and best practices for replicability and scaleability across WFP.
  • Hunger Map – provide substantive gender-specific inputs to RAMAH for institutionalizing the data and evidence collected and disseminated via the Hunger Map.
  • Gender Equality Results Pathway – provide susbstantive support to the GEN Pillar 3 team in developing and validating a results pathway in alignment with the new gender CRF indicators.
  • Other support may include, but not be limited to providing:
    • Technical support to daily tasks and responsibilities of the GEN Pillar 3 team, with support provided in a timely manner to other GEN
  • Inputs to various technical and/or gender reports
  • Inputs to briefs, talking points and presentations
  • Inputs into team and corporate advocacy, outreach strategies and gender messaging

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education: Master’s degree in gender studies, international development, social sciences or related fields, particularly subjects related to data collection, analysis and use; monitoring and evaluation; results-based management; and, economics.

Experience:

  • Minimum 5 years of gender-related professional experience, preferably with WFP
  • Experience in gender equality and/or gender responsive M&E and RBM and implementation.
  • Experience in building gender responsive M&E and RBM system.
  • Experience in an international environment, engaging a diverse range of individuals, across functional areas.

Experience working in an international organization, such as a United Nations entity or international NGO.

Knowledge and Skills:

  • Ability to work independently; in a timely and organized manner.
  • Willingness to explore and experiment with new ideas and approaches in own work.
  • Ability to work in a team and multi-task as needed.
  • Good interpersonal skills and ability to work in multicultural settings that involve diverse stakeholders.

Knowledge of statistical softwares (SPSS, STATA, R, etc..) and qualitative data analysis software would be valuable

Languages:

  • Excellent English communication skills (speaking and writing).

Proficiency in another UN official language (French, Arabic, Spanish, Russian or Chinese).
