ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs) and Headquarters (HQ). The job holders report to an HR Officer or the designate.
At this level job holders are expected to take responsibility for the completion of a full range of HR activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action within their area of expertise and may provide guidance to other staff.

JOB PURPOSE

To perform a range of HR tasks to support the talent acquisition (TA) efforts and digital HR at the country office while ensuring accurate implementation of WFP policies, procedures and corporate systems for HR self-service, sourcing and recruitment etc and facilitating the effective functioning of a client-focused and strategy-oriented HR services.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Country Director and the direct supervision of Head of HR, the incumbent will be responsible for the following tasks:

  1. Provide administrative support in various HR activities in the areas of work allocated by the professional officer focusing on talent acquisition and HR digital platforms.
  2. Liaise with the hiring managers and other stakeholders on talent acquisition aspects ensuring regular partnership creating enabling environment to deliver on strategic sourcing and attracting potential candidates promoting gender parity, workforce diversity and disability inclusion.
  3. Support recruitment efforts at the country office including but not limited to: preparing and posting vacancy announcements in various job boards; screening candidates and sharing longlists with hiring managers coordinating technical assessments (digital); organizing and attending panel interviews; preparing selection recommendation reports; conducting reference checks and background checks; HR clearances and coordinating review committee meetings, drafting minutes of meetings and obtaining all relevant signatures; compiling and forwarding completed sets of recruitment documents to the contracting team.
  4. Maintain recruitment data, HR databases and archives including regularly updating the recruitment tracker and providing information as per the established standards required for reports, audit, compliance, and risk management.
  5. Draft various HR documentation required for the specific area of work (e.g. Note for Record for committee reviews etc.) ensuring accuracy of information and meeting established deadlines.
  6. Support in implementation of WFP HR management systems in the Country Office (CO) to enable both manager and employee self-services and digitalised HR services ensuring compliance with the established timeframe and accuracy of HR data and business process in consultation with the senior HR staff in the team.
  7. Ensure confidential storage of sensitive information and safe keeping of required documents and correspondence as per established standards and guidelines.
  8. Support in organizing WFP onboarding programme to the newly recruited staff in partnership with the functional units and the Field Offices (FO).
  9. Monitor CO Roster, Talent Pool for deployment of staff and related administrative actions including preparation of basic reports, to facilitate efficient HR services enabling WFP to respond quickly to emergencies in close coordination with a senior HR staff in the team.
  10. Provide initiatives and guidance and on-the-job training to other staff, to support their development and increased knowledge of WFP HR systems and procedures required to perform their duties.
  11. Others as required by the function as and when required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in Human Resources Management is desirable.

Experience: Five or more years of progressively responsible support work experience in administrative work, including at least two years in human resources.
Language: Fluency in both oral and written communication in English and in Nepali is a requirement.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills:

  • Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience including a deep understanding of sourcing, recruitment and selection process.
  • Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries.
  • Ability to conduct basic analyses to generate periodic reports and make recommendations for further actions in the area of work.
  • Ability to work with minimum supervision and use initiative to perform administrative tasks within broad WFP guidelines and standards.
  • Ability to identify a problem, conduct research and propose viable solutions
  • Ability to work well with individuals from different backgrounds and to establish and maintain effective relationships with clients and provide client- oriented service.
  • Strong team player, dynamic, versatile, agile and having flexible working behavior and ability to demonstrate high level of integrity, work ethics, confidentiality and empathy.
  • Knowledge of, or the ability to quickly assimilate, organisation specific processes and systems.
  • Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports.
  • Ability to monitor and record personnel files and documentation in an organized manner and in line with compliance standards.
  • Able to explore technological changes and trends having ability to learn, suggest, and adapt as required. Able to use spreadsheets, databases, power point presentations, and knowledge of desktop publishing software is an advantage.
