WFP’s Regional Bureau for the West and Central Africa (RBD), based in Dakar, Senegal, provides strategic guidance, policy/technical support, and direction to WFP operations and activities in 19 countries. The WFP West Africa region extends from Mauritania to Chad and along the coast from Cameroon to Senegal. It consists of Benin Burkina Faso, Cameroon, Central African Republic, Chad, Cote d'Ivoire, Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Mauritania, Niger, Nigeria Sao Tome and Principe, Senegal, Sierra Leone, and Togo. The West Africa Regional Bureau (RBD) is based in Dakar and provides strategic guidance, technical support, and direction to country operations in these countries.

PURPOSE OF THE ASSIGNMENT:

Under the overall authority of the Deputy Regional Director, and the direct supervision of the Senior Regional Emergency Preparedness and Response (EPR)/Head of the Regional EPR Team, the incumbent will provide support to the EPR team members and Country Officess in the production and management of information analysis and products, consolidation and synthesis of data, Emergency Preparedness and Response documents quality reviews, etc for integrated emergency preparedness and response scale up at Regional or Country Office (CO) level.

KEY ACCOUNTABILITIES (not all inclusive):

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  • Support in monitoring CO compliance of the corporate Emergency Preparedness and Response Package (EPRP) and monitoring/risk analysis in the region. This will include support in producing initial drafts of Risk Outlooks / Corporate Alert System / Global Operational Response Plans under the guidance of the EPR officer in charge;
  • Support the coordination, in collaboration with other RB Units, of the formulation and implementation of Preparedness project documents,
  • Follow-up with Country Offices (COs) the preparation and the updating of Emergency Preparedness Framework for recurrent or potential emergencies;
  • Contribute to the Management of Information for Emergency Preparedness and Response related activities in the region;

Education:

You have

Advanced university degree i.e., Master or equivalent (recognized by https://www.whed.net/home.php) in in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Project Management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

You have:

At least one (1) year of postgraduate professional experience in development, administration or food aid support, humanitarian assistance, emergency response, disaster mitigation, contingency planning, early warning, food needs assessments, budget and programming or related fields.

Languages:

Fluency (level C in reading, writing and speaking) in English and French.

You have developed the following Knowledge & Skills:

  • Excellent computer skills with ability to effectively use databases, word processing, internet and office automation equipment.
  • Strong analytical skills, resourcefulness, initiative, tact, negotiating skills; Ability to communicate clearly orally and strong writing skills.
  • Ability to work under tight deadlines.
  • Maturity, initiative, courtesy, tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
  • Ability to cope with situations which may threaten health or safety.
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
  • Excellent computer skills with ability to effectively use databases, word processing, internet and office automation equipment.
