Gender and Social Development Specialist

Reports to:

Chairman of the Inter-Ministerial Committee for Women’s Empowerment and Leading Government Institution’s Gender Focal Point

Period of Performance:

Full-time for one year with possibility of extension

Background:

A Leading Government Institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Reform Matrix. Additionally, the Leading Government Institution will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms.

The Leading Government Institution will oversee the implementation of the Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between GoJ entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the Leading Government Institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.

The Reform Matrix consists of twelve pillars:

  1. Pillar 1: Pursue Macroeconomic Adjustment.
  2. Pillar 2: Improve Public Sector Efficiency and Governance
  3. Pillar 3: Reduce Business Costs, Improve Regulatory Quality, and Increase Competition.
  4. Pillar 4: Drive FDI and Promote Export Development of Products, Services, and Markets.
  5. Pillar 5: Deepen Access to Finance from Banks and Non-Bank Financial Institutions.
  6. Pillar 6: Create More Flexible Labor Markets for Job Creation.
  7. Pillar 7: Expand and Improve Social Safety Nets to Better Protect the Poor and Vulnerable.
  8. Pillar 8: Improve Public Transport Efficiency and Access.
  9. Pillar 9: Increase Energy Efficiency and Access.
  10. Pillar 10: Promote Water Security.
  11. Pillar 11: Promote Agribusiness.
  12. Pillar 12: Strengthen the Tourism Sector.

The Reform Support Fund is lodged and managed by the Leading Government Institution. It will finance just-in-time technical assistance in support to line ministries involved in designing, implementing, and monitoring the Reform Matrix.

Project Context

Since its establishment in 2015, the Inter-Ministerial Committee for Women’s Empowerment (IMC-W) has played a pivotal role in leading and coordinating all efforts related to women’s affairs in various sectors, especially the public sector, and ensuring that all concerned parties work to achieve their commitments regarding issues of gender equality and gender mainstreaming in accordance with the strategies, plans and priorities. At the forefront of which are the three pillars of modernization represented in the Political Modernization System, the Economic Modernization Vision and the Public Sector Modernization Roadmap, which the current government undertakes to make all the efforts required to implement them in the best possible way.

Worth mentioning here that there are strong intersections and linkages between the Economic Modernization Vision and the Reform Matrix, as well as with the Public Sector Modernization Roadmap, where IMC-W is working on reform actions related to pillars 6 and 7.

Main Function:

The Gender and Social Development Specialist will be seconded by the Leading Government Institution to support the IMC-W in the expansion of the work and its efforts to integrate women in all areas of the reform process, as aligned with the global, regional and local interest in the importance of the role of women and their issues; and the existence of a royal will to do so.

Responsibilities:

The PMU Technical Consultant will be responsible for the following key tasks:

  • Coordinate with stakeholders to link the Economic Modernization Vision with the National Strategy for Women, and the Public Sector Modernization Roadmap.
  • Follow up with the Women Empowerment Taskforce to ensure that the implementation of the Engendered Strategy of Economic Modernization Vision is in line with the Reform Matrix, more particularly pillars 6 and 7. As the Strategy contains recommendations on securing nurseries as a demand for women economic empowerment as well as a number of legislative proposed amendments which include flexible work and criminalizing sexual harassment. And this is in line with reform areas 6.1 Access to work Opportunities, 6.2 work rules and 6.3 Retirement Regulation Modernization under pillar 6.
  • Follow up with the National Aid Fund (NAF) on empowering women to graduate and become dependent, as a large percentage of NAF beneficiaries are women. And this is in line with 7.1 Social Security Network Framework under pillar 7
  • Follow up with JNCW on the implementation of Al Mashreq Gender Facility and the National Strategy for Women and assisting with organizing events and reporting.
  • Follow up with the Ministry of Labor and MoSD to provide a conducive environment for women’s economic participation.
  • Provide all the services needed by the Chairperson of the IMC-W, including coordination, preparation of reports, research and any logistical support on a daily basis.
  • Arrange for all meetings, workshops, conferences and activities of the IMC-W, including arranging invitations and logistical affairs, and cooperating with all concerned parties in this regard.
  • Translation of documents in Arabic and English
  • Prepare correspondence in both Arabic and English
  • Any other tasks requested by the Chairman of the IMC-W

Deliverables:

The following are the expected deliverables from the Senior System Administrator:

  • Monthly and ad hoc progress reports.
  • Prepare correspondence and invitations in both Arabic and English.
  • Coordination and arrangement of various workshops, conferences, etc.
  • Prepare and present research findings.

Qualifications:

  • 7-9 years of experience in the field of women's issues
  • Advanced research skills
  • At least 5 years of experience working with government agencies and the public sector
  • Master’s degree in sociology, social work, women’s studies or any related field is preferable
  • Fluency in English reading, writing and speaking
  • The ability to solve all the challenges facing the work of IMC-W
