Scope of Work
Chief of Party
The USAID Jordan Youth Grow Activity proposal team seeks EOI s and recommendations for a Chief of Party. The estimated $17.5M activity seeks to 1) increase youth access to high-quality career planning information and livelihood opportunities, 2) strengthen youth leadership through targeted support of local youth-led and youth-serving organizations in order to promote youth participation as decision makers and key contributors to individual, household, community, and national well-being, and 3) strengthen Government of Jordan (GOJ) systems, in partnership with youth, to provide more coordinated and effective services, practices, and policies that embody the principles of Positive Youth Development (PYD).
Chief of Party
Duties and Responsibilities: The Chief of Party (COP) will supervise all activities related to this program and have the responsibility for the successful performance of the project. The COP will provide strategic leadership and responsibility for administrative requirements of the contract, ensuring that the quarterly key performance indicators, objectives, and deliverables for the activity are met. This position will be based in Amman, Jordan.
Responsibilities:

  • Provide overall technical and administrative leadership and expertise for the activity
  • Serve as a liaison between USAID, public and private stakeholders, and Chemonics’ program management unit on all program related matters
  • Monitor and, where necessary, modify programmatic assistance to achieve results
  • Ensure that relevant and complementary activities are implemented effectively
  • Identify issues and risk associated with implementation in a timely manner and guide appropriate adjustments 
  • Oversee contract management, including personnel, budget, reporting, grants management, MEL, and communications
  • Provide inputs to and review all deliverables, for quality, accuracy, and completeness in accordance with relevant contractual reporting requirements.
  • Supervise senior management, technical and administrative staff, and subcontractors
  • Facilitate close collaboration and teamwork, including mentorship and development of local technical and administrative staff.
  • Administer the project’s financial oversight and procedures, ensuring compliance with local labor laws, USAID regulations, and Chemonics policies and procedures
  • Oversees incorporation of guiding principles into activity programming, including gender and social inclusion as well as monitoring and evaluation. 

Qualifications:

  • Graduate degree or higher in a social science, economic development, or other related field
  • A minimum of 15 years’ track record of progressive responsibility on international development, donor-funded programs of similar scale, scope, and complexity
  • Extensive experience working in youth development, youth entrepreneurship, civic engagement, and/or leadership training
  • Experience supporting marginalized populations, specifically LGBTQI+ and indigenous, is highly preferred
  • Demonstrated technical expertise managing and leading large civic engagement programs, soft-skill development, civil society, human rights, democracy and/or governance
  • Experience implementing development programs in the Middle East and North Africa Region desired; experience working in Jordan is preferred 
  • Demonstrated experience in maintaining relationships with a broad range of stakeholders such as host government counterparts, donor community, civil society organizations, and private sector entities
  • Demonstrated capabilities in high-level strategic vision, innovative programming, and ability to lead a multidisciplinary team
  • Excellent written and oral communication and presentation skills in English required; Arabic language skills are desired but not required.
