BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

PURPOSE OF THE ASSIGNMENT

The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Roving Engineer, based in our Headquarters in Rome, Italy, with extensive travel to field locations (at least 60% of this contract is anticipated to be field-based).

The Roving Engineer will have in-depth technical knowledge and experience required to identify, analyse and resolve complex engineering issues, manage and direct projects and work streams, provide technical expertise, advice and solutions that support strategic results, and formulate new strategies and technical approaches where appropriate.

Under the general supervision and guidance of the Chief Engineer and the Emergency Response Engineer, the Roving Engineer will be responsible for providing management and expertise in engineering services and construction activities services, including management of larger-scale projects and vendors, and contributing to the cost-efficient and timely outcome delivery.

The main tasks required of the position will include engineering design and review; engineering project management; construction procurement processes; contract management for construction activities, public Procurement Contracting in a UN Environment and technical support to WFP’s programmes.

The Roving Engineer shall be able to demonstrate a strong competence with progressively responsible roles in the following engineering technologies: building design, including competence in the design of concrete and steel structures, planning and programming engineering design and construction activities.

The Roving Engineer should have experience as a Project Manager or Construction Manager with focus on the management and delivery of emergency related infrastructure and projects.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the general supervision of the Chief Engineer, WFP Engineering, Rome HQ, and the Emergency Response Engineer the Roving Engineer will manage and direct areas related to engineering activities, projects and programmes in support to WFP’s operations.

The incumbent is expected to be deployed to the field in short notice and spend considerable time on missions.

Engineering duties

  1. Represent WFP Engineering in first wave responses for in Emergencies and setup support systems for other partners in response to emergencies.
  1. Implement and deliver allocated projects either in emergency or developmental settings using local resources as much as practical, setting up teams and also linking with the global network of Engineers within WFP for support.
  1. Ensure all projects are implemented in compliance with WFP norms and standards.
  1. Increase WFP engineering’s capacity to respond to emergencies through the training of staff, developing internal and external partnerships and the standardization of designs.
  1. Develop WFP engineering surge capacity for emergencies by developing and actively managing a roster of trained professionals.
  1. Provide expert advice and support on a range of engineering services, project management, and construction activities including the implementation of WFP policies, standards, norms and practices.
  1. Provide guidance and leadership on engineering and project management services considering country-specific technical requirements, using best practices, standards and innovative technologies that comply with WFP standards and processes.
  1. Carry out condition assessments and needs assessments for engineering activities to assist WFPs overall response.
  1. Identify, deploy and manage the resources necessary to assist WFPs overall response.
  1. Manage and conduct analysis of project proposals to ensure business case and technical feasibility and that project objectives are attainable within the prescribed resources and timelines.
  1. Support the preparation of accurate and timely reports on outputs to enable informed decision making and consistency of information presented to the stakeholders.
  1. Provide expert guidance to ensure a successful construction procurement process.
  1. Represent WFP at international meetings and conferences, lead discussions with partners, donors and other stakeholders, exchange knowledge and experience, keeping abreast of construction and engineering technologies, to ensure implementation of innovative engineering solutions.
  1. Lead the capacity building, mentoring and career development of staff teams to ensure the continued development and high performance.
  1. Any other relevant duties as requested by your line management.

DELIVERABLES AT THE END OF THE CONTRACT:

Provide engineering support in humanitarian/emergency and standard operations and programmes during project evaluations, design and construction phases, preparation of tender documents as needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

University Degree in Civil Engineering or structures and/or qualification in construction management or other commensurate international experience.

Experience:

Min 8 Years of relevant civil engineering and construction management experience at increasing levels of responsibilities.

Knowledge & Skills:

  • Proven ability to manage large-scale, complex engineering and construction projects and programs in an international environment, managing multi-disciplinary or cross- functional teams;
  • Has demonstrated considerable knowledge in planning and organizing; managing work programs, objectives, and budgets, and liaison with stakeholders/donors;
  • Proven expert knowledge in engineering in emergencies. A specialisations in bridges, road design and construction and materials engineering would be an advantage.
  • Proven expert knowledge on projects that involve hydraulic engineering aspects e.g. dams, irrigation systems and water sources would be an advantage,
  • Hold or be eligible to hold Professional, Chartered or equivalent professional engineering/ architecture accreditation from an internationally recognized professional supervisory body, is an advantage.
  • Good communication and leadership skills.
  • Knowledge and/or experience in engineering design
  • Knowledge of construction contract formats and contract management obligations.
  • Good knowledge of public procurement procedures; international contract formats and construction management procedures.
  • Experience of working within the Humanitarian Community and in field condition is required.

Languages:

  • Verbal and written fluency in English (proficiency/level C) is required.
  • Second UN Language: French or Spanish is desirable.
