ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The pathways to gender equality and good nutrition are mutually reinforcing – to improve gender equality attention to nutrition sensitive programming is of the essence essential. Women and children who are well-nourished perform better in school, are less likely to experience life threatening complications during pregnancy and childbirth – or to give birth to underweight or premature babies. At the same time, attention to gender dynamics when addressing stunting is likely to lead to improved nutrition as it enables joint decision making within the family, including on intra-household food distribution, health seeking practices and family planning. This was underlined by findings in the 2011 Demographic and Health Survey highlighting that the mother's nutritional status is closely correlated with the child's nutritional status and that the prevalence of chronic malnutrition reduces with the increase in the mother's education level and the wealth quintile.

Social and cultural norms, lack of women’s empowerment and limited gender equity highly influences the access to adequate diets for pregnant and lactating women, adolescent girls and young children. Thus, these vulnerable groups are unlikely to receive their fair share of the most nutritious foods (animal source foods, vegetables, fruits or fortified foods) despite being the group most in need. This situation is well documented with only 54% of adolescent girls and 36% of women in reproductive age having the minimum dietary diversity and only 11% of children 6-23 months have minimum acceptable diet (IFAD 2016, SETSAN 2013).

As part of the efforts towards integrating nutrition outcomes across the project portfolio, WFP Mozambique is expanding our nutrition sensitive social behavior change communication programming. Therefore, we are seeking committed professionals with the highest integrity to support this development

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience:
– Has participated in implementing technical programs on nutrition,
– Has implemented programmes with increased level of responsibility.
– Has provided input to policy discussions.
Language: Fluency in both oral and written communication in English and Portuguese.

KNOWLEDGE & SKILLS

Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
Demonstrates ability to analyze and consolidate quantitative and qualitative information from different sources (e.g. environment assessments) to inform transfer modality selection and programme development
Demonstrates the ability to interpret basic data in the context of WFP specialized fields to contribute to technical programme design, implementation and monitoring
Displays capacity to provide inputs into the development, implementation, and realignment of high-quality emergency programmes.
Understands and applies basic principles of engagement with government & UN counterparts at the national or local level

ACCOUNTABILITIES/RESPONSIBILITIES

The responsibilities of the consultant will include, but not be limited to:
1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines. This includes but is not limited to:
– Support the operational planning of nutrition sensitive SBCC responses.
– Support to the development and operationalization of HIV SBCC materials and responses
– Support the operational planning of demand generation for PRN services.
– Support the adaptation of existing SBCC materials to the local context as well as the development of new tools and approaches.
2. Prepare a variety of elaborated reports, and substantial data analysis (e.g. food assessment, desk review, recipe development, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
3. Coordinate and liaise with internal counterparts on the logistics for setting up partnerships for integrated responses. This will include, but not be limited to:
– support the procurement process
– elaborate scope of work for CPs
– establishments of LoUs, FLAs and MoUs
4. Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to align activities under the joint response.
5. Support the capacity building of WFP staff, cooperating partners and national government within the area of nutrition and agricultural development.
6. Support the development of a concept notes on nutrition sensitive and SBCC related approaches.
7. Support all other SBCC and nutrition-sensitive projects under the Nutrition and HIV unit as needed.
