We are a retail and wholesale company in flowers, plants, bakery ingredients and supplements consisting of 450 employees. The company is continuously striving for high product quality and beyond outstanding service. Therefore, people are our most important asset and the HR-manager is essential for our business success and helping to ensure there is a healthy and productive workplace where everyone contributes to realize our established mission and objectives. Promoting corporate values and shaping a positive culture is a vital aspect of an HR-department’s tasks and duties. The HR-Manager leads this department by example and values integrity above all. As our company has not yet evolved to a digital environment – we are still processing our personal data on Excel sheets – your job is to modernize the HR-Policy and practices in the company.

Responsibilities

Within delegated authority, the Human Resources Manager will be responsible for the following duties:

General:

  • Provides advice and support to managers and staff on human resources related matters;
  • Prepares special reports and participates and/or leads special human resources project;
  • Develop, review and implement HR-policy and initiatives aligned with the overall business strategy (plan, lead, direct, develop and coordinate the policies, activities and HR team, to ensure legal compliance and implementation of the organization’s mission and strategy);
  • Compare HR laws to current policies and procedures and where necessary seek advice if required. Attend their Immigration/Labour Law workshops on a regular basis;
  • Keep up-to-date with the latest HR trends and best practices, developing a network of HR colleagues from different companies in Qatar;
  • Bridge management/company owners and employee relations by addressing demands, grievances or other issues and taking appropriate disciplinary action against employees who violate rules and regulations;
  • Provide support and guidance to management/company owners when complex, specialized, and sensitive questions and issues arise; investigating allegations of wrongdoing.

Recruitment and placement:

  • Manage the recruitment and selection process;
  • Draw up job descriptions, post vacancies, conduct initial interviews and exit interviews;
  • Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.

Administration of entitlements:

  • Provides advice on interpretation and application of policies, regulations and rules;
  • Administers and provides advice on salary and related benefits, travel, and social security entitlements;
  • Determines and recommends benefits and entitlements for staff on the basis of contractual status;
  • Reviews policies and procedures and recommends changes as required;
  • Maintaining physical and digital files for employees and their documents.

Staff development and career support:

  • Assess training needs of employees and monitor training programs;
  • Monitor employee development and carry out performance management once a proper organizational structure is in place;
  • Provides performance management advice to staff and management;
  • Experience with Enterprise Resource Planning (ERP) tools;
  • Assesses training needs, identifies, designs and delivers training programs to staff at all levels throughout the organization;
  • Evaluating employee performance and appraising their pay scale accordingly.

Other duties:

· Initiate, plan and coordinate annual company teambuilding.

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education and work experience:

  • Minimum of a first level degree (bachelor’s degree or equivalent degree) in human resources management, business or public administration, social sciences or related field;
  • Minimum of five years of progressive human resource management experience of which at least three years in Qatar;
  • Good knowledge of Qatar Labour Law;
  • Experience with HR/Payroll software;
  • Experience in setting up policies is desirable;
  • Fluency in the English language is required. Knowledge of Arabic or Hindi is desirable.

  • At least 2 references need to be provided;
  • Evaluation of qualified candidates will include a competency-based interview;
  • Salary package will depend on knowledge and experience.
