ORGANIZATIONAL CONTEXT

The role is based in our Country Office (CO) at Ouagadougou, Burkina Faso. Interested applicants should note that this is a non-family duty station, and you will not be able to live with your family.

You will report to the Divisional/Regional/Country Director or the designate, under the functional supervision of the Director, Information Technology (IT).

The successful candidate will lead a team and work in partnership with business owners across multiple business areas. The incumbent will establish and manage effective business relationships and provide expert IT advice and innovative solutions that fulfill business objectives. Job holders are responsible for conducting business analysis as well as delivering complex IT solutions.

JOB PURPOSE

Partner with the business to understand its vision, mission, needs, and operating environment in order to manage the transformation of strategic and operational business objectives into solutions exploiting IT capabilities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Participate in Country Office strategic planning and operational decisions to advocate for results and outcomes that are aligned with WFP corporate policies, standards and strategy;
  2. Set standards for Country Office assistance strategy through effective application of Digital Assistance Services (DAS);
  3. Review Country Office programme documents (e.g. submitted for Strategic Programme Review and Country Strategic Plans process), providing inputs to incorporate and strengthen DAS components;
  4. Drive a culture where consistent data are effectively used to take decision and drive the implementation of WFP IT innovative solutions;
  5. Partner effectively with senior managers to understand their priorities, and provide solutions on all aspects of IT and the delivery of IT services, as well as on strategic and policy issues;
  6. Work in close collaboration with other UN agencies to align activities, conduct negotiations with common vendors, and maximize possibilities of future inter-agency collaborations;
  7. Form partnerships with colleagues and partner organizations, to foster information exchange, and obtain agreements to help meet WFP’s service requirements;
  8. Keep abreast of relevant knowledge and best practices in the IT industry on Business Relationship Management, Business Analysis and IT Project Management, adopt best practices and guidelines and orient towards continuous improvement of the functions.
  9. Gather and shape business demand, anticipating direction of the business and offering industry, business and technology insights with potential to create value for the business environment.
  10. Manage business expectations in servicing demand and oversee success of business change initiatives, seeking ongoing opportunities to support or increase the business value from business-provider initiatives and services.
  11. Enable business change and improve ability of the business to adapt by analyzing business capabilities, defining needs, modeling the business and identifying new opportunities or recommending solutions that deliver value for business priorities.
  12. Keep abreast of the strategic direction, profile, environment, and needs of the business holistically to identify initiatives or core business process improvements with enabling technologies that allow the business to meet its goals.
  13. Define and utilize techniques for eliciting, understanding, analyzing, documenting, validating, and communicating business objectives, needs, requirements and process flow to ensure common understanding, agreement and prioritization between stakeholders.
  14. Manage the delivery of projects to ensure solutions transfer into the business in accordance with established overall project objectives and business strategies and requirements.
  15. Manage and motivate a team of staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  16. Take responsibility for an equitable and inclusive workplace that incorporates all dimensions of the WFP diversity and inclusion framework.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

  • Advanced university degree in Computer Science, engineering or other relevant
    field, or First University degree with additional years of related work experience
    or trainings/courses.

EXPERIENCE:

  • At least eight years of relevant progressively responsible experience as a Lead IT professional.
  • Experience in engaging senior leaders and managing a team.

LANGUAGE:

  • Fluency (Level C) in the English language.
  • Fluency (Level C) in the French language

  • High calibre negotiation and motivational skills, with the ability to influence at senior levels within and beyond the organisation;
  • Knowledge of cash-based transfers (CBT) programming in humanitarian context.
  • Experience working in emergency or developing countries and/or situations.
  • Fluency in French

needs of the business; Collaborates with business to define objectives,
conducts feasibility studies to validate business needs and oversees the
development and implementation of corresponding solutions

TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • Mobility is and continues to be, a core contractual requirement in WFP.
  • The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.
