JOB PURPOSE

This position is located in WFP Mozambique Country Office based in Maputo, Under the direct supervision of the Procurement Officer and/or Head of Procurement, the incumbent is expected to demonstrate responsibility and initiative to respond independently to queries and problems with only general guidance.
There is a requirement to use judgment in dealing with unforeseen problems on daily basis.
Job holders have a level of expertise and knowledge to adapt and contribute to the development of systems and processes in order to continually improve the level of support provided.
Job holders supervise, provide technical advice, coach and coordinate a team of support staff.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Plan, manage and provide senior management with technical advice on CBT procurement activities, following rules, procedures and regulations;
2. Work in close collaboration with internal counterparts to align CBT procurement activities as per corporate guidance with wider programmes and ensure a coherent approach to meeting different transfer mechanisms;
3. Conduct market intelligence on Financial Service Provision, Supply Chain for CBT activities, and prepare reports;
4. Monitor the performance of cash-based transfer (CBT) implementation upon the shift from one modality to the other as per the established scale-up plan;
5. Actively engage with the local business community to ensure continuity of service and inclusion of additional actors as required;
6. Manage development of procurement plan and implementation of Local and Regional Food Procurement Policy with special attention towards linking Traders/Retailers/Food processors with Smallholder Farmers/Groups;
7. Manage local procurement of Financial Service and recommend cost-effective purchases, for Procurement Authority authorization;
8. Manage procurement programs and operational activities, (e.g., issue tenders, evaluate offers and negotiate/award contracts), following standard procurement processes and contribute towards successful procurement of Financial Service, as well as Goods and Services;
9. Develop and prepare standard contracts for the procurement of Financial Service and Cash-Based Transfer (CBT) modalities. Manage and coordinate negotiations with all interested parties including contract disputes and claims;
10.Follow-up on provision of purchased services, and evaluation of service providers and Retailers contracted for Cash-Based Transfer (CBT) services;
11.Collate data and prepare accurate, consistent and timely reports on procurement of Financial Services including Cash-Based Transfers (CBT), and ensure that best practices / lessons learnt are captured. Provide input to Programme Unit for the preparation of Donor Reports;
12.Assess market for potential Financial Service Providers and Retailers; and support maintenance of suppliers database for the same;
13.Manage training of WFP staff to take a strategic and proactive approach to the procurement of Financial Service and CBT related services. Guide and supervise staff as required;
14.Follow standard emergency preparedness practices to enable WFP quickly deploy service provision for different transfer modalities to affected areas at the onset of the crisis;
15.Perform other duties as require.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal, Accounting or other relevant field.
Master's Degree in in any of the above fields (is an advantage).
Experience: At least Five years of professional progressive professional experience coordinating procurement processes with different stakeholders.
At least One years of post-graduate years of professional experience procurement of Good & Services including procurement of financial services with a background and interest in international humanitarian development.
Demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administration).
Language: Fluency (level C) in both English and Portuguese Language.

• Experience handling routine transactions/ purchase of commodities/goods/services.
• Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders).
