STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in Monitoring and Evaluation, or in the related functional area is desirable.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

ORGANIZATIONAL CONTEXT

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines. To provide project management and/or general office support following established targets and WFP’s policies and procedures.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Programme Policy Officer, the incumbent will be responsible for the following duties:

  • Assist in developing project and context specific monitoring plans that are risk-based and focus on measuring results;
  • Assist in the revision of M&E standards, processes and tools in consultation with relevant technical units;
  • Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making.
  • Support the strengthening of early warning systems through market monitoring, collection and dissemination of food security information to key actors.
  • Support the strengthening of protection and beneficiary feedback mechanisms for increased accountability to the affected population
  • Ensure the setting up and functioning of capitalization and learning processes within programmes
  • Support enhancement of monitoring staffs’ capacities to perform field monitoring tasks and report progress
  • Prepare and conduct specific programme or project performance reviews or assessments.
  • Play an active role in the preparation of annual performance plan, mid-term and end-of year reviews.
  • Represent WFP in related working groups with partners
