Education and Youth Advisor -Ajloun

The Promotion of Quality in inclusive Education project in Jordan is seeking for a Education and Youth Advisor on a full-time base employment as per the below job profile.

About the project

The Promoting Quality in Inclusive Education (PROMISE) project, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), supports the Government of Jordan in strengthening the foundations for developing an inclusive education system. PROMISE contributes to the strengthening of capacities at national, district, and school levels, using learning experiences and good practices from pilot schools in three field directorates (Marka, Ajloun and Karak) to implement inclusive education measures in other schools. The programme’s results will contribute to the Sustainable Development Goals (especially SDG 3, 4, 5, 8, and 10). GIZ is implementing the project with the Jordanian Ministry of Education (MoE) as its main political partner, in cooperation with the Higher Council for the Rights of Persons of Disabilities (HCD) and other national and international partners.

Qualifications and specialist knowledge

  • University degree in Inclusive/Special Education, Educational Sciences or other relevant degree      
  • 7 years’ experience in the Education Sector, preferably Inclusive/Special Education Experience. In-depth knowledge of Jordanian education system (National, Field Directorate and school level) and institutions working in the sector      
  • Ideally 5 years’ experience as a mainstream teacher in the public-school system in Jordan      
  • Experience in project management in similar field, development organization experience is a plus.      
  • Research experience in an area relate to the project’s remit is a plus     
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office and Teams)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Fluent written and verbal knowledge of Arabic and English languages
  • Flexibility, team player spirit and excellent communication and interpersonal skills are essential
  • Willingness to travel regularly and independently
  • Driving licence is required and experience with independent driving within respective governate and Amman

Core tasks

In your role you are responsible for the technical, substantive and organisational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3, and ensure the quality of the commission’s outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

In consultation with your line manager, under your role you may assume management responsibility for staff members in band 1, with due regard for P+R and GIZ’s applicable HR policies, instruments and procedures.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarising themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.

As the post is located in Ajloun, one of the three Field Directorates (Marka, Ajloun and Karak), the Promoting Quality in Inclusive Education in Jordan (PROMISE) project is working in, you are based at the respective field directorate and coordinate activities between the field directorate, the pilot schools and Amman. This requires driving independently between the locations.

Main activities

  • Providing technical advice to 10 pilot schools in Ajloun on developing and conducting inclusive education activities and helping promote an inclusive culture and practices within schools      
  • Supporting Inclusive Education Support Teams at Field Directorate and school level to promote quality in inclusive education      
  • Generating lessons learnt and regularly sharing them with Field Directorate, project team and project partners (MoE, HCD, UNESCO, GOPA)     
  • Proactively establishing and maintaining good continuous relationships with the selected directorates, schools, parents, community and community leaders, as well as identifying potential partners (e.g. community-based organizations)
  • Supporting coordination of other project activities implemented through project partners in collaboration with respective focal points at school and field directorate level.    
  • Collecting project monitoring data and information on project progress, documenting and reporting regularly on the status of results in a high-quality format
  • Supporting the set-up of Communities of Practices at the school cluster level and facilitating exchange between pilot schools
  • Providing administrative, procurement and logistical support for project activities
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
