Technical Specialist – AMR-IPC
Job Description and Requirements The Technical Specialist provides technical assistance to the Ministry of Health (MOH) by conducting regular field visits to health facilities to monitor the implementation of MTaPS interventions.
The Technical Specialist provides support to the STA and direct technical assistance to the MOH and other country partners and stakeholders.
As required, the Technical Specialist also provides technical assistance to other country activities and works with the STA and other MSH technical staff on opportunities, new and existing tools, and country implementation programs related to strengthening pharmaceutical management systems.
MAIN DUTIES AND RESPONSIBILITIES :
Technical Support 40%

Work with the STA, country stakeholders and counterparts to help develop, review, implement, and monitor technical approaches and strategies in accordance with national strategies and action plans with a focus on antimicrobial resistance (AMR) and IPC.

Provide direct technical assistance to relevant stakeholders and public and private facilities in implementing work plan activities and interventions related to AMR and IPC.

Conduct field visits to health facilities to follow up on the implementation of AMR and IPC program activities.

Under the leadership of the STA, assist in the development of specific policies, guidelines, standard operating procedures, job aids, and other relevant materials relevant for AMR and IPC technical areas, as appropriate.

Prepare and give technical presentations on key project activities and achievements as needed.
Coordination and Communication 30%

Coordinate with other MTaPS country project technical activities ensuring harmonized approach in line with MSH quality standards.

Work closely with the STA and other technical team members for appropriate and timely technical guidance and support.

Maintain close liaison with the MOH on progress, challenges, and ways forward and provide regular updates to the STA.

Work closely with the MTaPS operations and finance teams to monitor appropriate/adequate budgets to support relevant technical activities.

Work closely with the operations team to coordinate program activities and ensure the logistical and administrative tasks are completed appropriately.

Report regularly to the STA on progress/results achieved in technical work plans and barriers encountered, and resolve any challenges faced.

Represent the program at various technical meetings with other cooperating agencies and participate in various working groups as required, including making technical presentations on key activities and achievements of assigned areas as needed.

Maintain close liaison and coordination with senior officials in the MOH and other key stakeholders e.g. WHO, UNICEF, USAID implementing partners, to ensure technical assistance activities are carried out with their active participation for building ownership.

Work closely with the STA to ensure technical work plans are being implemented in a timely and technically sound manner.
Capacity building 20%

Work with the STA to develop capacity strengthening strategies, roll-out plans, training and follow-up timelines.

In conjunction with the STA, develop required training packages and materials for AMR and IPC as needed.

Provide on-the-job training and support to health facilities on AMR and IPC technical areas.

As required, participate in the planning and delivery of broader capacity building programs aimed at national pharmaceutical system strengthening.
Monitoring and Evaluation 10%

Regularly share program progress updates with the STA.

Support the collection and validation of relevant data to report project indicators for the M&E plan.

Contribute to the adequate documentation and dissemination of program results and lessons learned.
Education :

Required

:

Degree in nursing, pharmacy, health management, public health or related field with other relevant disciplines and hands on experience in public health programs especially related to health, medicine management and patient safety.

Preferred

:
Nurse, pharmacist, or public health qualification.
Experience :

Required

:

Bachelor's and 4 years of experience, or Master-s and 2 years of experience in relevant clinical or public health experience.

Preferred:

Experience in infection prevention and control (IPC) and rational antimicrobial use.

Experience with public health programs in developing country context supported by bilateral agencies such as USAID, CDC and international agencies such as the Global Fund, FAO, WHO and World Bank.
Knowledge, skills and competencies :

Strong knowledge and understanding of health systems of low and middle-income countries, preferably Jordan and other middle eastern countries.

Knowledge and understanding of antimicrobial resistance (AMR), IPC, and pharmacovigilance concepts and principles.

Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.

Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.

Experience and ability working with senior government officials.

Excellent writing and presentation skills in English are essential.

Languages of other USAID-supported countries is an asset.

Strong computer skills; Excel, MS Word, MS Project, PowerPoint.

Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.

Functional competencies: Highly motivated, resourceful, results driven and persistent. Ability to think strategically, gather and analyze information to make appropriate decisions.

Ability to work independently and in team.

Good judgment for decision-making.

Self-motivated and strong initiative
* Core MSH competencies: adaptability, communication, problem solving, creativity and innovation, timeliness of work, quality of work and team relationships, resource utilization.
Physical demands: Ability to travel domestically up to 40% of time as required to support the progress of program activities. Keyboard use, pulling drawers, lifting papers <10lbs., etc
