ORGANIZATIONAL CONTEXT

World Food Programme Cameroon implements operations in different regions of the country including Adamawa Regions In the Adamawa region, WFP has a Field Office located in Ngaoundéré (Vina division) and is responsible for operations in the region. WFP has also an Antenna located in Meiganga (Mbéré division). The Field Office is providing food assistance to about 100,000 beneficiaries assisted through General Food Assistance, Nutrition, FFA, Home Grown School Feeding and Cash Based Transfers. To better position it to serve the population assisted. This job is found in Ngaoundéré Office.

JOB PURPOSE

Under the direct supervision of the Programme Policy Officer and the Head of Field-office, the Programme Associate will be responsible for the following duties but not limited to:

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work, ensuring alignment with wider programme policies and guidelines, including (but not limited) to provision of support for:
    • Costing and budgeting of the FFA, SAMS and HGSF activities.
    • Establishment and operationalization of programme integration and intersectoral coordination of the joint resilience project for the Field Office of Ngaoundere.
    • Integration of resilience programme into Communal Development Programmes.
    • Facilitate the promotion of schools as a platform for healthy nutrition sensitization and social and behaviour change activities for the students, school personnel and wider community.
  2. Coordinate and liaise with the Country Office and the divisions of the Ministries, and WFP counterparts on a range of complex matters to enable effective collaboration, implementation and monitoring of ongoing resilience, HGSF and social protection activities, escalating matters for resolution as relevant.
  3. Support the 3PA approach especially, the CBPP and the SLP and ensure the outcomes are aligned to governmental development planning at the concerned level (regional, division and communes).
  4. Participate in relevant coordination platforms at regional level, such as Food security working group, Cash Working Group, Education Working Group and other working groups.
  5. Arrange various public events to promote and advocate resilience and social protection including School Feeding, healthy diets and nutrition-sensitive interventions.
  6. Establish, maintain, and promote effective working relationships with relevant project counterparts and stakeholders.
  7. Coordinate individual and joint field missions.
  8. Provide regular updates and reports to the Head of programme and Head of Sub-Office.
  9. Actively participate in the implementation of activities in the field (sensitization of the community on the objectives of the program, preparation of distributions, supervision of distribution sites, technical support to cooperating and financial partners)
  10. Check the conformity of distribution lists and ensure the presence of beneficiaries and their conformity on the lists.
  11. Contribution to the establishment of local committees and supervision their transition to cooperatives
  12. Supervise the work of partners with a view to respecting the commitments made and WFP's expectations.
  13. Participate in the analysis of data and reports provided by implementing partners and ensure that they are shared with the Field-Office.
  14. Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A higher education level (bachelor’s in Agronomy, Food Processing, Development Sciences, Education, Social, Economics, Statistics or Demography) would be an asset.

Experience: 6 years of experience in general programme, of which at least 2 years in the areas of livelihoods, food processing, post-harvest losses development, social sector, education, or cash transfers.

Knowledge & Skills:

Experience and expertise with designing, setting up and implementing self-reliance and value chains projects.

Knowledge of corporate 3PA guidance of WFP would be an advantage.

Knowledge on food processing and post-harvest losses management would be an advantage.

Experience in managing education programme would be an advantage.

Experience in the use of CBTs for emergency response through social protection systems.

Proficiency in Windows MS Office (Word, Excel, Powerpoint, Outlook) and MS TEAMS (Sharepoint);

Language:

Fluency (level C) in French language and Fluency (level C) or intermediate knowledge (level B) in English

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.
