Job Description

Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Social Behavior Change Specialist

Work place: Azraq Camp-Jordan

Overview:

Action Against Hunger is a leading humanitarian agency working to combat hunger, malnutrition and its determinants in over 45 countries worldwide. With field offices in Irbid and Azraq and a head office in Amman, Action Against Hunger has been operational in Jordan since 2013, delivering WaSH, basic needs, livelihoods and MHPSS in Irbid, Zarqa, Mafraq and Madaba governorates.

A well-known WASH actor in Jordan, Action Against Hunger’s WASH program aims at responding to the basic water supply, sanitation and hygiene needs of vulnerable communities, while contributing to short and long-term service improvement and resilience building in the water and sanitation sectors. Since 2015, Action Against Hunger has been a main WASH actor in Azraq camp managing the operational management of the water supply system, communal latrines, and water points, the construction of household level latrines for most vulnerable households and the establishment and monitoring of the greywater network in the camp. To further promote optimal hygiene, sanitation, water use, and climate-resilient practices, ACF has been working since 2017 on a community mobilization strategy led by its network of WASH volunteers. To date, ACF is working with a network of WASH volunteers of 750 Lead Mothers (LMs), 65 WASH Community Representatives (WCRs), and 65 Youth WASH Community Representatives (YWCR) in the camp. Through this experience in community mobilization, ACF sees the need for an expanded community-driven behaviour change approach in order to achieve long-term objectives related to WASH.

From 2022 ACF will use its long-standing experience in the camp to strengthen the delivery of WASH community mobilization activities and increase the effective capacity and function of the community governance structures. This will primarily extend to the implementation of behaviour change initiatives aimed at reducing vandalism, addressing challenges associated with menstrual hygiene, and promoting the adoption of water management practices, rather than the knowledge of those practices themselves. In addition, ACF will focus on enhancing community ownership of WASH services, their engagement in planning and maintenance, and promote a more accountable and coordinated WASH response.

Action Against Hunger Jordan’s Social Behaviour Change Specialist is responsible for responsible for the technical support on behaviour change approaches for Action Against Hunger’s WASH program in Azraq Camp. Reporting directly to the WaSH Program Manager, the Social Behaviour Change Specialist will be based in Azraq refugee camp with periodic travel to other Action Against Hunger’s field offices, as needed.

Responsibilities:

1) Ensure the effective application of social behaviour change approaches and techniques in ACF’s WASH project:

  • Lead the development of a social behaviour change communication strategy based on findings of a formative research assessment with participation of key stakeholders (including identification of key messages based on other assessment finding, priority areas, etc.).
  • Define and develop key tools and resources needed for the implementation of the strategy
  • Desk review for the behaviour change research and highlight the best practices and lessons learned.
  • Highlight the common mistakes in the hygiene behaviour change tools and deliverable key message methodologies.
  • Identifying the poor hygiene practices and determents and the main behaviour to be changed.
  • Develop SOPs on the designed behaviour change aspects.
  • Adopting best behaviour change approaches for effective water use and hygiene activities.
  • Contribute in designing the tools and methodologies for TOT training on improved hygiene practices, water conservation topics, and behaviour change methods for the IBVs and WASH volunteers networks.
  • Providing the advisory to IBVs on establishing strong relationships in their communities in order to promote the behaviour change approach.
  • Contribute to designing the tools/questionaries’ for the baseline and endline to evaluate behaviour change practices.
  • Designing tools/ methodologies for the best monitoring system, and behaviour change tracker.
  • Designing the best behaviour approaches on the key messages on hygiene promotion, water conservation, and reuse, menstrual hygiene and health, and other WASH topics through the project
  • Capacity building to the WASH team members on the key elements of the behaviour WASH practice changes.
  • Design the best effective communication approaches for delivering hygiene promotion messages that result behaviour changes.
  • Identify the physiological elements that contributed in behaviour support change, in coordination with ACF mental health teams.
  • Identifying the technical constraints associated with the implementation of the projects
  • Proposing innovative technical solutions in response to such constraints
  • The implementation of technical recommendations concerning his/her project
  • To sensitize the committees and empower for ownership of WASH infrastructure.
  • Participate in additional activities in line with ACF needs, including needs assessments, emergency response, etc
  • Promote health-seeking behaviour encompassing awareness-raising and improved management of childhood illnesses

2) Project Management and Implementation

  • Ensure implementation of the behaviour change activities in accordance with the terms and conditions prescribed and approved in the project documents and based on the SBC strategy.
  • To manage and implement the daily hygiene behaviour change activities in close coordination with the Project Manager and in direct collaboration with the WASH team members.
  • To organize, schedule and coordinate the WASH activities and the team’s work on a monthly/weekly/daily basis.
  • To collaborate with the Project Manager to outline the guidelines and methodologies needed for an appropriate implementation of activities.
  • Support the processes of planning and implementing technical and outreach program activities.
  • To supervise/monitor any rehabilitation/construction work activities.
  • Provide technical inputs and guidance and ensure that technical quality and standards.
  • Provide continuous follow up with partner organizations within targeted communities.
  • Continuously evaluate the impact of program outreach and community mobilization.
  • To implement of capacity building training for communities and collaborate with the WASH field team in the identification of training needs, the definition of training subjects and material and the implementation of the training;
  • To develop trust, tolerance and cooperation among the community members through mobilizations process.

3) Project Monitoring and Reporting

  • To ensure the monitoring of activities and outcome indicators.
  • To contribute to the development of validated methodology and the creation of monitoring and evaluation tools.
  • To compile and consolidate reports and monitoring documents from the field team.
  • To support the Project Manager to provide internal reporting on activities according to Action Against Hunger internal tools.
  • To support the Project Manager to prepare external reporting as necessary.
  • To ensure that all activities follow Action Against Hunger and donor procedures and indicators.
  • To collaborate with the Project Manager on organizing, conducting and analyzing field surveys specifically for the behaviour change approaches..
  • To work with the Project Manager on reviewing the project budget and forecasting expenditure.
  • To propose possible adjustments in the project implementation process, in light of any difficulties encountered.
  • Develop and define basic tools that can allow for follow-up/measure impact of the behaviour change communication strategy.
  • Test and propose best mechanisms for follow-up of strategy which aims to strengthen understanding and actions by community in detection, treatment and follow-up.

4) Representation and Communication

  • To participate, along with the Project Manager, in in internal and external coordination meetings.
  • Identify active partners in the field of Community Outreach activities and make sure that they meet Action Against Hunger selection criteria.
  • Coordinate and manage relationships with the stakeholders of the WaSH projects.
  • Perform partner’s assessments to identify technical and business bottlenecks and provide recommendations.
  • Carry out regular field visits to monitor and follow up on the implementation of the ongoing activities, identify and anticipate problems or constraints and propose solutions and possible improvements.
  • To train teams on the communication methods and application tools developed according to outputs from previous objectives.
  • Reporting: document the products for each project for capitalization of the approach.

5) Ensure adherence to Action Against Hunger gender requirements

  • Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
  • Lead on the promotion of gender, age and diversity principles through daily activities and or through the management of their teams and through the planning and implementation of operations and strategies (Managing performance & development)

Skills

Education:

  • Bachelor’ degree in social and behavioural science (sociology, anthropology, psychology, health, education or communication)with emphasis on strategic communication planning for behaviour development, social mobilization, participatory communication, and research in
  • Master’s degree is preferred

Type of professional experience requested:

  • A minimum of four years of relevant progressively responsible professional experience in developing, implementing, evaluating, and managing social and behavioural change strategies and content is required.
  • At least three years of practical experience in the humanitarian or development humanitarian sector
  • Demonstrated expertise in the application of social and behavior change science, community engagement, theories, research, and analysis
  • Proven ability to manage social research, including quantitative, qualitative, and participatory methods for formative assessments is desirable

Language level:

Fluent in Arabic and excellent level of English
