General Position Summary
Based in the Regional office in Amman and reporting directly to the Director of Programs, and technically managed by the Gender, Social Inclusion, Protection Mainstreaming & Safeguarding Advisor. The GSI, Protection Mainstreaming & Safeguarding Coordinator will be responsible for liaising with team members and partners from other sectors to develop and execute the NWS Protection and Inclusion Mainstreaming work plan to contribute to improving the safety and dignity of all participants, including vulnerable and marginalized groups. This may include training of staff and partners, field monitoring, and gender, protection and safeguarding risk assessments. The role will attend all protection cluster and sub-cluster coordination meetings and disseminate the relevant information to other sector teams and hub management. The Protection & Inclusion Mainstreaming Coordinator will ensure each technical sector understands protection and gender mainstreaming and safeguarding, and can eventually self-identify protection and safeguarding gaps within their intervention area. This is part of the long-term objective of ensuring each sector owns and demonstrates awareness regarding basic humanitarian protection principles.
Essential Job Responsibilities
PROGRAM SUPPORT:
* Support in completing protection, gender and safeguarding risk assessments.
* Facilitate planning, monitoring and quality reporting of all integrated and mainstreamed protection
* Support the development of protection, gender and safeguarding analysis and the development of mainstreaming action plans across program sectors
* Organize periodic experience sharing sessions with sector level protection, gender and social inclusion focal points, document and share learning.
* Work closely with MEL teams and program managers to ensure protection needs assessment and gender analysis are considered in all project assessments. Contribute to the development of assessment tools.
* Provide training on gender and protection principles and safeguarding for assessment/data collection team members.
* Serve as the focal point for coordinating referrals of program participants to other sectors or service providers and maintain follow up with other actors across NWS.
* Work closely with program managers and program teams to ensure the timely implementation of all protection-mainstreaming activities across projects.
* Conduct regular field visits in project locations to identify protection, gender and social inclusion, safeguarding needs and make recommendations to programs.
* Work closely with program teams, including PaQ, to conduct periodic community safety audits and share findings for programming decisions.
* Work closely with program teams to ensure Mercy Corps programs and services reach the most vulnerable households.
* Keep up to date with all contextual changes and the impact on current future projects. Assist in any other task or duty assigned by the supervisor
* Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
REPRESENTATION AND COORDINATION
* Develop and maintain effective internal working relationships with program managers of (WASH, Food Security and Livelihood, Emergency program and Monitoring Evaluation and Learning).
* Represent Mercy Corps in NWS protection sector coordination forums and PSEA NWS network meetings and share any relevant information with the hub, including Program and PaQteams and the DoP.
* Serve as a focal point for protection, gender and safeguarding in NWS. Monthly report to PSEA NWS network.
CAPACITY BUILDING
* Identity gaps protection, gender and safeguarding mainstreaming and make recommendations to Protection & Inclusion Specialist r for the development of tools, training and resources in order to address gaps identified.
* Work closely with GSI, Protection Mainstreaming & Safeguarding Coordinator to identify suitable and sustainable methods for supporting protection, gender and safeguarding capacity building for team members and partners.
* Implement protection, gender mainstreaming and safeguarding capacity building plans for team members and partners including sensitization prior to starting field activities (this includes casual labor) and provide ongoing support including training and coaching.
* Ensuring external service providers are trained on protection, gender and safeguarding and are provided with refresher training
* Lead on partner protection, gender and safeguarding training including community awareness raising.

*FINANCE & COMPLIANCE MANAGEMENT

* * Ensure compliance with donor and Mercy Corps regulations related to protection programming.
* Support the Director of Programs in budget development for protection and gender mainstreaming interventions
* Manage the budget, financial projections and BVAs to ensure spending is on track.
