The Norwegian Refugee Council (NRC) is an independent humanitarian organization helping people forced to flee. We work in crises across 31 countries, providing emergencies and long-term assistance to millions of people every year. We stand up for people forced to flee, advocating their rights. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC takes this very seriously and we have procedures in place to reduce known risks, but will never be able to take away all risks.

Job Description

All NRC employees are expected to work in accordance with the organization’s core values: dedication, innovation, inclusivity and accountability. These attitudes and believes shall guide our actions and relationships.

  1. Role and responsibilities

Programme support officer provides support to the youth programme operations, the support officer will act as a liaison officer between camp programmes and Amman office. He/She will support programme Admin, HR, Procurement and Event management as delegated by the programme manager.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated CC project portfolio according to plan of action
  3. Prepare and develop status reports as required by management
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  1. With the programme coordinator, ensure that the programme office’ work processes are in place, understood by all the programme staff, and carefully followed.
  2. Ensure that all regulations, routines, procedures, SOPs are accessible to and known by all programme staff.
  3. Contribute to the design and development of the procurement plans, and ensure they are in line with the programme spending and work plans.
  4. Ensure all purchase requests/orders are processed in a timely and efficient manner and all accompanying documentation is filed in an appropriate and accessible manner.
  5. Establish and update filing systems/archives according to NRC standards.
  6. Liaise with site officers in the field to ensure sound inventory, stock and asset management in place as per NRC’s system for stores and warehouses management.
  7. Act as a focal point to follow up with support units (Finance, procurement, and logistics, ICT) to ensure programme work plans are implemented in an appropriate manner.
  8. Support the programme in HR process as delegated including; interviews, programme induction for newly recruited staff members , follow-up; with supporting units in requesting assets.
  9. Ensure all programme financial documents are accurate and filled properly as we as support in IBVs and labour payments as requested.
  10. Collaborate with relevant local authorities and /or stakeholders.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Relevant core competency implementation staff
  • Support teams, Finance, HR, Admin and Logistics
  • Communications staff
  • Protection staff
  • M&E department

  • Knowledge of the actual working context.
  • Proven knowledge of NRC systems.
  • Knowledge of procurement and logistics procedures.
  • Knowledge of financial payments and documentation.
