Job Description and Requirements

Background and Rationale

The USAID-funded LHSS project helps low- and middle-income countries transition to sustainable, self-financed health systems to support access to universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

LHSS Jordan is responding to the COVID-19 pandemic by supporting the Ministry of Health (MOH) and the government of Jordan’s (GOJ’s) National Preparedness and Response Plan for COVID-19. As part of this plan, the project helped in building private and public sectors' capacity to protect the safety and health security of the citizens of Jordan. Part of this technical assistance (TA) will be supporting teaching hospitals in establishing the Adult Critical Care Fellowship program.

As to Jordan University Hospital (JUH) has recently obtained the Jordan Medical Council approval to establish an adult critical fellowship training program, in response to the increased demand for qualified intensive care physicians at the national and regional levels during the COVID pandemic, LHSS will provide TA to JUH by procuring the necessary equipment that will facilitate better operation of the ICUs according to locally- and globally recognized standards, to create an efficient environment for training of the Adult Critical Care fellowship program newly established at JUH.

Accordingly, LHSS will hire a senior biomedical engineer to conduct a thorough needs assessment survey to identify, define and prioritize a medical equipment list to be procured by LHSS for JUH ICU Units.

Purpose of this Consultancy

The purpose of this consultancy is to develop a need assessment report for medical equipment in Jordan University Hospital (JUH) ICU units, develop a prioritized high standard medical equipment list to support the implementation of the adult critical care fellowship program at JUH.

Required Tasks

The general approach in performing a needs assessment is to examine what is available in the JUH IC unit's medical equipment and to compare it with what should be available according to locally and globally recognized standards, considering the demand, situation, and area of the different ICU units at JUH, staff and type of ICU.

The specific approach in performing a needs assessment and compiling an equipment list consists of several steps including: 

Step 1: Conduct meetings with Jordan university hospitals management team, adult critical care fellowship director, ICUs technical administration team and medical equipment inventory administrator to collect baseline information on the following:

1. Health services availability. the Adult critical care fellowship program description, component, catchment area (ICU Units), ICU beds number, patient rate.
2. Baseline information on medical devices. This assessment typically includes type and number of equipment, brand name, model, year of manufacture, date of installation, location, physical condition, spare parts required/availability for repair, tools available for inspection, maintenance, and repair. Availability of Medical equipment inventory including status and condition. assessment of the infrastructure of ICU Units.
3. Baseline information on human resources working in ICU Units and mainly HCPs who participate in implementing a fellowship program.

 Step 2: Analysis and interpretation. The analysis and interpretation should be based on the gathered information. Using spreadsheets such as Excel or other tools.

Step3: Prioritization and appraisal of options. Having analysed the information gathered in the earlier steps and drawn conclusions on the specific equipment needs according to the work and training demands, there should be a clear picture of the prioritized equipment list that supports the effective implementation of the Adult Critical Care Fellowship program.

Step 4: Share the medical equipment checklist with LHSS for approval and validate findings.  LHSS will share the approved list with the JUH management team, to validate and confirm needs.

Step 5: Integrate all comments and feedback from LHSS and JUH and Submit a final Need Assessment report including the developed final medical equipment list required to improve ICU function and efficiency at JUH

Qualifications:

• A University degree in Bio-Medical Engineering, Master’s degree preferred.
• At least (10) years professional experience in medical equipment specifications and procurement for hospitals including installation, large scale maintenance of biomedical and hospital equipment (patient ventilators, monitors, oxygen concentrators, central oxygen supply setups, etc.).
• Understanding healthcare technology management requirements, such as maintenance, repair, and user assistance for medical equipment.
• Demonstrate knowledge of clinical safety requirements, regulations, and standards as related to medical equipment technology.
• Experience in field service in the critical care unit medical equipment
• Good Computer skills in Microsoft Office applications
• Language requirement; Excellent Knowledge of Arabic and English

The consultant will report to the COVID-19 Advisor.
