The “Employment in Jordan 2030 (EJ 2030)” project in Jordan is seeking for a “Technical Advisor” on a full-time base employment as per the below job profile
Job Profile
A. Required qualifications, competences and experience
Qualifications:
University degree in relevant field of work (economics, social sciences, political science or equivalent) or equivalent work experience
Professional experience:
A minimum of 7 years of experience of working in the field of employment promotion or related areas, e.g. private sector promotion, technical and vocational education and training (TVET), preferably in an international context
Proven experience in advising ministries and subordinate authorities as well as business membership organisations, incl. an in-depth understanding of the needs and the perspectives of the private sector
Proven experience in planning and conducting dialogue and/or consultation events with stakeholders from public and private sector
In-depth knowledge of the topic(s) “Future of Work”, “Industry 4.0” and/or “Digitalisation”
In-depth knowledge of active labour market instruments, in particular for the promotion of women in the labour market
Ability to interact with policy makers and facilitate high-level meetings of experts, government officials, employers and representatives of the international community
Fluency in writing, reading and speaking in English and Arabic, Knowledge of German language will be an advantage
Strong communication, networking and coordination skills
Other knowledge, additional competences:
Detailed knowledge of national development policy issues, development cooperation and international cooperation
Social, intercultural understanding and interest, flexibility, ability to work in team, sense of diplomacy, ability to work in a politically sensitive environment
Demonstrated ability to work effectively in a fast-paced office environment, both independently and as part of a global team
Adaptable to rapidly changing priorities and able to manage multiple deadlines and deliver high quality work products
Willingness to up-skill as required by the tasks to be performed – corresponding measures are agreed with management
Computer literacy (MS Windows: Word, Excel, PowerPoint, MS Teams and Internet)
Responsibilities
The position holder is responsible for:
Providing technical advice to improve the cooperation in the area of employment policy between all key government partners (e.g. Ministry of Labour (MoL), Ministry of Industry, Trade and Supplies (MoITS), chambers of commerce and industry, business associations and society
Supporting international and other national staff of the EJ 2030 project in the communication with local partners from central and provincial level
Representing the Team Leader and the EJ 2030 project when requested
Participating in internal team meetings and external meetings with counterparts and development partners
Supporting contracting local experts and the settlement of respective costs in cooperation with the finance, admin and controlling officers
Providing technical and logistical support to local and international consultants
Contributing to the Monitoring, Evaluation and Learning (MEL) system of the EJ 2030 project in close cooperation with the project’s MEL officer
In this context, the position holders fulfil the following tasks:

The position holder:
Analyses the interests and needs of economic and social actors in the field of employment promotion through the evaluation of past initiatives and the development of concept papers, incl. developing capacities for continuously conducting such analyses in the future
Analyses existing and potential structures to facilitate cooperation in the area of employment
Advises on the establishment and/or improvement of dialogue and consultation structures between stakeholders from both public and private sector on topics which are highly relevant for both sides in the area of employment policy, in particular “Future of Work”, “Industry 4.0” and/or “Digitalisation” to
intensify cooperation on analysis and reporting between the MoL and other actors and
enable the joint development of products and recommendations that can be incorporated into employment policy
Supports capacity development of private sector, the state and society on
employment strategy and labour market policies
engaging effectively and efficiently in dialogues and consultations
Provides organisational support to the design and realisation of dialogue and consultation events (e.g. creative design and writer workshops) in close cooperation with all involved stakeholders
Based on the outcomes of dialogues and consultations, advises state, economic and social actors on the development of joint measures to promote sustainable employment
Translation services
The position holder:
whenever needed and whenever no professional translator is hired for the task
provides simultaneous translation services from Arabic to English and vice versa e.g. in meetings, workshops and conferences
translates documents from Arabic to English and vice versa
Additional tasks
The position holder:
is open to travel regularly, whenever needed and possible, to the field and to the supported subordinate units of the MoL in various provinces to follow-up on agreements and decisions, take stock of the current status and provide partners with required support and information
represents the interests and always acts on behalf of GIZ and the project
performs other related duties and tasks at the request of management
regularly checks the changes in GIZ Processes and Regulations (PuR) in relation to his/her field of work
Background
The Jordanian economy is characterised by low dynamics and lack of modernisation, with unemployment approaching 20%, with young people and women particularly affected. Underemployment and poor working conditions are also widespread. Overall, there are too few high-quality jobs in sectors with growth and adequate pay, which are attractive to the Jordanian population and have been able to absorb the high number of university graduates. In addition, there are social tensions, caused by the high number of refugees from the neighbouring countries Iraq and Syria.
The aim of the project “Employment in Jordan 2030” (EJ 2030) is to gear employment policy more closely to the country's social and economic development potential and thus contribute to increasing employment opportunities on the local labour market. Within the programme "Education and Employment Promotion", the project interacts with existing modules of employment promotion. It serves as a conceptual framework and works increasingly at the macro and meso level. Experiences from the micro level are also to be fed into the policy dialogue. The project also anchors the work results and experiences of the thematically related projects and promotes the scaling of successful measures.
EJ 2030 is currently looking for a national Technical Advisor to support the planning and implementation of activities in output 2 of the project to improve the cooperation between the state, the private sector and civil society in the area of employment policy. Through a process of dialogue and consultation (in various formats), the partners will jointly develop products and recommendations that can be incorporated into employment policy. These will include projections examining the future of work, growth sectors and economic trends that offer the prospect of sustainable, high-quality jobs, and the corresponding investments and changes in national policy that will be required.
