Short Term Technical Assistance – Private Sector Engagement Strategy in Continuous Professional Development for Health Professionals in Jordan

1.Background

The Local Health System Sustainability Project (LHSS) under the USAID Integrated Health Systems IDIQ helps low- and middle-income countries transition to sustainable, self-financed health systems to support access to universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services.

Continuing professional development (CPD) is an essential approach for health care providers (HCPs) to improve relevant competencies and is required for continuous quality improvement of health practices for better health services.

Jordan developed and published the Health Professional License Renewal Bylaw  Number 46 in the Official Gazette in April 1st, 2018 and issued Instructions  Number 1 in October 31st, of 2019, all licensed HCPs in Jordan (approximately 169,000) to complete a required number of CPD hours every five years to renew their practice licenses; article 5 of Instructions stipulates that an HCP must submit their application for re-licensure three months minimum before the end of their license period of performance in January 2023.

USAID’s Continuing Professional Development Program (CPDP) supports the Government of Jordan’s (GOJ) efforts to improve health care professionals’ (HCPs) competencies to deliver quality health services through the institutionalization of a mandatory continuing professional development system (CPD) for professional license renewal. CPDP will assist the Ministry and other stakeholders to activate the Bylaws and the CPD Instructions. 

The CPDP has four components:

  • Coordination among CPD stakeholders
  • Awareness information and communication for HCPs
  • Electronic CPD management and relicensing system
  • Quality assurance for the CPD and relicensing system.

Local Health System Sustainability (LHSS) is the technical assistance arm to support the MOH in implementing the CPDP. This technical assistance will also extend to the health professional councils (Jordan Medical Council, Jordan Nursing Council and the High Health Council) and will also engage the private sector.

2. Objectives of this Consultancy

The objectives of this consultancy are to:

  1. Review USAID’s CPD mapping and private sector analysis to identify private sector providers with capabilities aligned to the CPD Instructions.
  2. Draft a private sector engagement strategy with recommendations from USAID’s private sector analysis
  3. Scope of Work

Through discussions with the National CPD Committee, National Councils, USAID implementing partners, and private providers, the consultant will identify opportunities for increasing private sector engagement for increasing both the number of CPD providers and CPD activities. The consultant will also review two key documents developed by USAID—Mapping CPD Institutions and the private sector analysis, and other relevant CPD documents—to identify potential private institutions offering CPD and ensure alignment with the CPD instructions. Potential private sector partners might include companies already providing health-related and soft-skills trainings in Jordan,. In addition, some non-profits could offer for-profit training as a way of cross subsidizing their core activities,. The private sector will be most interested if there is a long-term commercial gain such as an increase in their clients or new markets.

To encourage private sector engagement and minimize financial barriers, the consultancy will identify initiatives that are high-volume, low cost, and affordable for CPD. LHSS will prioritize working with the private sector to develop new, or adapt existing, CPD courses for either (i) under-served markets (e.g., for professions that are currently under-served, such as Allied Health Professionals), and/or (ii) for thematic areas closely aligned to USAID/Jordan’s portfolio of interest (e.g., family planning; MNCH; nutrition; reducing antimicrobial resistance; priority interventions for children with disability).

3.Specific Tasks:

  1. Develop an implementation plan for undertaking the scope of work for approval by LHSS before initiation of activities. 
  2. Review existing documentation including: Strategic plan for CPD and annexes (including council assessments), PGS work plan for MOH, and CPD Bylaw and Instructions.
  3. Review USAID’s CPD mapping and private sector analysis documents to identify private sector providers with capabilities aligned to the CPD Instructions.
  4. Conduct key informant interviews with identified stakeholders from the National CPD Committee, National Councils, USAID implementing partners, and private providers to discuss incentives for the private sector and provide a list of current and potential private sector CPD providers with capabilities aligned to the CPD Instructions.
  5. Draft a report with analysis of documents reviewed including findings related to opportunities, gaps, an updated list of private-sector potential CPD providers, and a strategy for engaging the private sector in the provision of CPD addressing incentives, barriers, and recommendations.
  6. Present the report and the private sector engagement strategy to national stakeholders, USAID and LHSS.
  7. Finalize the report based on the workshop findings.

Requirements

  • A Master’s degree in public health, health system management, education is required or a relevant degree; PhD degree is preferred.
  • At Least 7 years of experience in CPD, CME, training, and accreditation of health institutions and health care providers.
  • Demonstrated capacity to conduct stakeholder analysis, develop strategies, and analyze health systems.
  • Demonstrated experience in working with the private and public sector health institution in Jordan.
  • Experience with private sector engagement and CPD providers preferred.
  • Fluency in written and spoken Arabic and English is required.
