Program Consultant

Support the IRC to effectively position for upcoming opportunities that advance women’s empowerment and strengthen civil society, capitalizing on the organization’s humanitarian expertise and concretely identifying our added value in the development field.

PURPOSE

The IRC would like to leverage its work in health and protection and knowledge of marginalized communities in Jordan to effectively position for anticipated opportunities that will enhance Jordanian women and girls’ access to rights, employment, and leadership, and the inclusion of civil-society, private, and academic institutions in governmental, gender equal policy-setting in Jordan.

The IRC seeks a consultant to collect information on the enabling environment and institutional capacity for women to exercise their rights and express agency. The consultant will identify and engage institutions and stakeholders that work to counter prohibitive social norms that perpetuate gender inequity in Jordan, to understand how their work might complement or contribute to a competitive USAID bid promoting gender equal policies in education, civil society and the private sector and advancing the participation of woman in inclusive decision-making. The consultant will conduct desk research, hold stakeholder interviews, identify and engage potential partner and competitor NGOs, and provide an informed analysis of project design and partnership approach. Desk research may be performed at home. Due to COVID-19 challenges and protocols, stakeholder engagement may be conducted remotely.

The ToR will cover the following:

Initial consultation with the IRC staff and Technical Advisors to refine and confirm scope.

Desk research

Barriers women in Jordan have to accessing and exercising their rights (including protection, economic, legal and social).

Factors that enable and enhance women’s participation in business, academia, governance, etc.

Institutions and their ability and strategic placement and readiness to support women’s rights and participation.

Potential IRC partners (INGOs and local NGOs that are women-focused, women-led or follow a local feminist framework and focus on the above-mentioned subject matter), as well as analysis on potential competitors.

Past USAID programs that this project should build from and complement.

The desk review should also include and leverage information, data and evidence generated from IRC’s current Women’s Protection and Empowerment, Economic Recovery and Development and Health programming in Jordan, as well as IRC’s comprehensive gender analysis, global technical expertise and program models, with the objective of making recommendations on approach to project design and IRC value add.

Stakeholder Engagement

The stakeholder engagement should be done in consultation with relevant program staff including technical and partnership focal points so as to complement and not duplicate information already known to IRC.

Women-led and preferably feminist local NGOs/CSOs, or at least with women in active leadership roles.

Ministries and government officials with a vision to enhance women’s leadership, as well as discussing barriers.

Private sector, especially women business owners or businesses that encourage women’s leadership (including women in active leadership roles).

Universities / higher education / leadership training institutions.

Ongoing consultation with the IRC country program and WPE Technical Advisor, Gender Equality Advisor, and other relevant IRC technical advisors.

Technical Recommendations Report, reviewed at pre-determined points by IRC CD, DDP, Grants Coordinator, WPE Coordinator, WPE TA, Gender Equality Advisor and other relevant Technical Coordinators and Technical Advisors.

Design Workshop, including identified local partners or stakeholders as applicable.

DELIVERABLES

Desk research summary (no more than 10 pages)

Outline (draft completed by consultant, to be discussed with the IRC Country Program and Technical Advisors early in the consultancy).

Stakeholder engagement

Proposed list of specific institutions and contacts.

Proposed list of questions across targeted stakeholders, to be shared with the IRC Country Program and Technical Advisors.

Outline of and methodology for stakeholder engagement.

Basic Stakeholder and social network analysis.

Technical Recommendations Report

Desk research

Stakeholder engagement summary

Proposed intervention design (include options, where appropriate which leverage IRC program models and gender-sensitive partnership models) with analysis as to why and how this design will meet the aforementioned objectives.

Draft report shared with relevant country program staff (CD, DDP, Grants Coordinator, Partnerships Coordinator, WPE Coordinator, WPE TA, Gender Equality Advisor and other relevant Technical Coordinators and Technical Advisors) for review and input.

Final report shared with relevant country program staff and Technical Advisors for review and sign-off

Design workshop

Once the IRC TAs and country program review the final report, the consultant will facilitate an online project design workshop. This will include relevant IRC staff, Technical Advisors, and partners.

A pre-workshop planning call should be held with Technical Advisors to gain technical guidance and inputs for alignment with IRC’s outcome areas, theories of change, program models and approaches.

Depending on the results of the stakeholder engagement and report, external actors are invited to participate in project design, such as a potential partner.

As the workshop will be online, this design is estimated to be 2-3 hours at a time over a three-day period.

Refine/finalize recommendations for project approach and submit to relevant IRC program staff and Technical Advisors

PROFILE

Advanced social science degree.

Ability to work in Arabic and English.

Knowledge and experience of feminist approach to programming, women’s rights, women’s participation, women’s protection and empowerment programming and approaches highly preferred.

Familiarity with Jordanian stakeholder institutions that are involved in women’s affairs is highly preferred.

Proven ability to conduct desk research, stakeholder interviews, and analysis.

Experience with/working knowledge of USAID and preferably USAID cooperative agreement grants

Strong written abilities that demonstrate clarity, purposeful writing, and clear approach.

Jordanian national or experience working in Jordan strongly preferred.

TIMELINE (30 days total)

2 days Meetings with the IRC Country Program and Technical Advisors to refine scope

7 days Desk research and summary

10 days Preparation and interviews for stakeholder engagement

7 days Stakeholder analysis, draft and final report

4 days Project design workshop preparation, delivery and refine/finalize program approach.
