CARE International established a presence in Jordan in 1948, created in the wake of the Palestinian refugee crisis. Over 70 years later, CARE has served the needs of the Palestinian, Iraqi, Somali, Sudanese, and now Syrian refugee communities.
CARE’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection Program, the Azraq Camp Program, and the Sustainable Development Program. In late 2016, CARE created its Strategy- Business Plan 2017-2020, defining CARE’s program goals to fight poverty and inequality by 2020.
CARE International in Jordan has a vacancy for the post of Child Protection Officer Scope of Work:
The Child Protection Officer, is responsible for CP cases and CP activities within the urban protection department. And also responsible for follow up and reporting on these activities as required by project targets and quality standards.
The Child Protection Officer works within CARE offices as well as conducting field work (home & school visits), and may also provide training to staff of CARE’s partners or volunteers.  He or She reports directly to the Education Specialist.
The Child Protection Officer will also be responsible to establish CARE Children's Education Board (CCEB) via 4 committees, to promote refugee children's voices on their education-focused needs and vulnerabilities.
The Child Protection Officer tasks are conducted according to strict procedures and codes of conduct governing humanitarian work including ‘People in Aid” and CARE USA guidelines and the IASC guidelines on mental health and Psychosocial support in emergency settings focusing on child protection.
The Child Protection Officer maintains close working relations with relevant organizations and institutions to which he or she may need to provide information about or refer cases.  This will include establishing precise and accessible information of services provided by different agencies and if necessary communication and referral procedures.
Child Protection Officer will document all tasks conducted in a precise and appropriate way that allows accurate follow up of cases and up to date statistics.
 
Duties and Responsibilities:
Assess, provide information to, refer, follow up and record cases:

assist, and advise cases according to scheduled sessions; including phone sessions as necessary and appropriate through CARE centers, field visits or CBO partners.

Using standard criteria, standard operating procedures (SOPs) and agreed formats, interview partner’s cases assessing their situation and needs for assistance and criteria.

Advise cases of help and services available to them (information provision)

Refer cases to other partners (e.g. CBO’s implementing partners).

Assist in Identifying educational vulnerable cases, and organizing referral systems and follow up in focus on child protection.

Ensure that the all information and data on the cases registered is kept confidential

To make sure that all the Document and report on each task and recommendation is kept on a daily basis in CARE database and according to standard reporting procedures and formats.

Draft confidential incident reports as part of the referrals system in focus on Child protection.

Conduct regular field visits to the implementing partners including schools to monitor the implementation and follow up with the attendance and activities.

To organize the relation with the partners including the first draft contract and financial documents needed.

 
Information and Networking:

Participates in coordination meetings with partners, referral agencies and other organizations facilitated by the program Manager. 

Collects and updates information on services available to beneficiaries through networking with CARE colleagues and other organizations.  Maintains and updates communications and referral mechanisms.

Support the line manager in preparing donors report by gathering information from the field.

Conduct focus groups /group discussions to disseminate information for beneficiaries as necessary.

Report back regularly to the line manager on trends in beneficiaries’ circumstances, needs, concerns and questions.

Helps and support reception staff in answering beneficiary concerns and questions.

Maintains good relationship with governmental and locally established institutions for the smooth implementation of the project.

 
Planning and Reporting:
·         Prepares regular plans and reports on her/his activities and submit to her/his supervisor;
·         Collects basic information from cases, document the information and practices, local practices that are best performing to the conditions.
·         Participate to the project quarterly Planning and Monitoring meetings and any other meeting as required
·         Ensuring compliance with all donor requirements and regulations.
Qualifications and Requirements:

Bachelor Degree in Social Work, Psychology, Counseling, Social Science or related field.

·         Minimum 3 years in counseling and case management related experience preferably from UN/INGOs sector.
·         Communication skills, good human relations.
·         Solid technical knowledge in counseling and assessment.
·         Solid written English skills (for report writing).
·         Good communication skills to liaise effectively with referral organizations.
·         Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.
·         Strong team-building: the ability to promote a pleasant work environment.
·         Flexible work attitude: the ability to travel to challenging environments and work under difficult circumstances.

The contract duration will be for 5 months, with possibility of extension. This advertisement will remain open until December 31, 2019. The position is intended for Jordanian nationals.
