Child Protection Technical Adviser

ROLE PURPOSE:
The overall responsibility of the Child Protection Technical Adviser is to assess, design and guide staff to initiate interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect.  S/he will be responsible for ensuring that quality programmes are designed and implemented, and that capacities are developed to provide this kind of protection to children in all of Save the Children’s programs in Syria.  S/he will be expected to lead on strategy, programme design, master budgeting, coordination, and support fundraising and recruitment.
KEY AREAS OF RESPONSIBILITY:
Assessments:

Lead on Child Protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Rapid Assessment Toolkit, or guide child protection components of inter-agency assessments. Adapt the Assessment Tools as necessary. Coordinate and collaborate with MEAL and other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. 

Strategy, Programme Development and Programme Quality:

Lead on developing child protection response plans and master budgets and contribute to Save the Children’s overall Syria response strategy. 

From the strategy develop and support the implementation of programme approaches in the following areas as appropriate:

In coordination with the MH-PSS TA support to the psychosocial wellbeing of children and their families, including Psychological First Aid.

Family tracing and reunification interventions and appropriate alternative care options for unaccompanied and separated children.

Children and Armed Conflict programming, including children and families with perceived associations with armed groups.

Prevention and response to violence, abuse, exploitation and neglect, including sexual violence.

Integration of child protection with other core sectors (including supporting integration of protection analysis) will be an essential part of the programming approach

Support the application of safe programming and protection mainstreaming principles including providing guidance to programme design and implementation

Provide practical child protection technical support to programme teams to ensure timely delivery of programme activities, including the development of technical tools and approaches.

Support the contextualisation and roll-out of Save the Children’s global Common Approaches, such as Steps to Protect and/or Parenting Without Violence.

Lead on the technical development of donor proposals.

MEAL & Reporting:

Support the preparation of timely programme and donor reports on child protection project activities in compliance with internal SC requirements and any relevant external donor requirements.

Working closely with the HR team, lead on identifying child protection staffing needs and ensure rapid recruitment, induction and training of new staff.

Working closely with the Monitoring & Evaluation team to develop a child protection MEAL framework, including the streamlining and oversight of the roll-out of CP MEAL tools and Quality Benchmarks.

Capacity Building:

Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.

Coach and mentor CP Team / national level counterparts and link in to wider organisational talent development mechanisms.

Oversee development (and in some cases the delivery) of technical training material.

Representation & Advocacy & Organisational Learning:

Help shape broader child protection sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed.  This may involve direct engagement with the Child Protection Working Group or sub-groups where needs demand.

Play a key role in shaping child protection communications and media priorities and product in line with thematic priorities.

In collaboration with advocacy staff, assist in child protection advocacy activities that target decision-makers at all levels.

HR:

Support the recruitment of child protection technical positions, including the development of job descriptions, tests, interview grids, and as a panel member for key child protection recruitments.

General:

Demonstrate leadership in relation to Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 
QUALIFICATIONS
Essential

At least 3 to 5 years of work experience in child protection in both humanitarian and development contexts or fragile states (including experience in conflict settings

Strong protection analysis skills, including ability to identify the main gaps in child protection in the given context to inform a holistic response for children.

Education to MSc/MA level in Social Work, Human Rights Law, International Relations, Development Studies or similar.

Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, MRM, Save the Children Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Settings.

Previous experience of managing a team and of project management

Experience of and commitment to working through systems of community participation and accountability

Experience in monitoring and evaluating child protection programmes in emergency, transition and development contexts

Ability to work both in an Advisory and a hands on implementation capacity

Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection.

Experience of representation and ability to represent Save the Children effectively in external forums.

Experience of preparing successful funding proposals for donors

Ability to write clear and well-argued assessment and project reports

Excellent communication skills

Strong influencing skills and experience in advocacy

Politically and culturally sensitive with qualities of patience, tact and diplomacy

A high level of written and spoken English

The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Commitment to and understanding of child rights, the aims and principles of Save the Children, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support

Desirable

Arabic language skills

Experience or knowledge of working and living in the Middle East Region

Specific experience of designing and managing DFID, ECHO, OFDA and other major donor projects
