Job holders typically report to the Budget &amp; Programming Officer<\/p>\n<h2>JOB PURPOSE<\/h2>\n<p>To provide technical support for efficient planning, monitoring and analysis of project financial performance to enhance optimal use of financial resources.<\/p>\n<h2>KEY ACCOUNTABILITIES (not all-inclusive)<\/h2>\n<p>1. Contribute to the review of budget plans, monitoring and analysis of project financial performance and make recommendations in compliance with WFP financial policies and procedures and best practices to support financial analysis and optimisation of resources.<\/p>\n<p>2. Provide basic analysis on fund and grant balances and refer to the supervisor discrepancies, to support maximum fund utilization and decision-making process.<\/p>\n<p>3. Contribute to pipeline management facilitating efficient monitoring to prevent and address pipeline breaks and maximise operational effectiveness.<\/p>\n<p>4. Enter accurate data in the corporate systems within the established deadlines, to enable easy access to information and support planning and decision-making.<\/p>\n<p>5. Compile data and provide basic analysis, maintain accurate records and files and prepare periodic and ad hoc reports for further reviews, to support accuracy and efficiency of information presented to internal and external stakeholders.<\/p>\n<p>6. Maintain communication with a number of individuals regarding project funds management matters and related processes to clarify any discrepancies and optimise use of funds.<\/p>\n<p>7. Provide guidance and on-the-job training to other staff in budget planning, fund management and operational planning, to support continued development and consistency in services delivered.<\/p>\n<p>8. Follow standard emergency preparedness practices, to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.<\/p>\n<h2>STANDARD MINIMUM QUALIFICATIONS<\/h2>\n<p>Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable. <\/p>\n<p>Experience: At least 2 years of work experience in pipeline reports, monitoring of budgets, resource plans, supply chain, and\/or similar financial report<\/p>\n<p>Language: Fluency in both oral and written communication in English and Arabic.<\/p>\n<h2>FUNCTIONAL CAPABILITIES<\/h2>\n<p>Internal Controls &amp; Compliance: Demonstrates basic knowledge of internal controls, risk management, and monitoring mechanisms and their applicability to WFP&#039;s critical activities.<\/p>\n<p>Performance Budgeting, Analysis &amp; Reporting: Analyzes budgets and forecasts to support the development of recommendations for senior leadership on financial and business planning matters in accordance with Value for Money principles.<\/p>\n<p>Resource Management: Monitors trends in staffing and resource usage to anticipate and escalate potential issues to programme leaders.<\/p>\n<p>Performance Management: Displays sufficient understanding of WFP performance management system to gather relevant and accurate information from internal and external sources for inputs to monitoring and\/or evaluation processes.<\/p>\n<p>Supply Chain and Operations Knowledge: Demonstrates basic understanding of WFP programme, implementation, and supply chain principles (including project modalities &amp; structures).<\/p>\n<h2>DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE<\/h2>\n<p>Experience in assisting with the preparation of complex financial documents.<br \/>Experience in support of the performance of budget analyses.<br \/>Experience in contributing to the collection of pipeline data.<\/p>\n<h2>TERMS AND CONDITIONS<\/h2>\n<p>Position Title: Budget &amp; Programming Assistant <\/p>\n<p>Grade: SC 5<\/p>\n<p>Type of Contract: Service Contract <\/p>\n<p>Duty Station: Baghdad, Iraq<\/p>\n<p>Salary: Starting at USD 1752 per month. <\/p>\n<p>Medical Plan: Valid medical plan for the staff member, spouse, and dependent children under 18 years<\/p>\n<p>Annual leave: 30 working days per annum<\/p>\n<h2>DEADLINE FOR APPLICATIONS<\/h2>\n<p>Applications close on  28th September 2022<\/p>\n<p>All employment decisions are made on the basis of organizational needs, job requirements, merit, and individual qualifications.
