1. PROJECT BACKGROUND
The Municipal Support Program (MSP) is a five-year, USAID-funded program implemented by DAI. MSP aims to strengthen municipal-sector service delivery and promote local economic development in Jordan. MSP will strengthen municipal-sector service delivery by supporting improved governance and organizational culture through a focus on three interventions: key policy and service delivery reforms, municipal sector public financial management, and community engagement. Improved municipal service delivery will ensure that municipalities can respond effectively to citizens\u2019 needs and create the conditions for investment and inclusive economic growth. MSP will also increase capital investment in the municipal sector. This investment is intended to catalyze local economic opportunities and further strengthen service delivery by supporting improved development planning, facilitating investor partnerships, increasing access to finance, and supporting renovation and construction of fixed assets including the provision of material resources. Across all interventions, MSP will increase the participation of marginalized groups, including women, youth, and persons with disabilities in municipal-sector decision-making. Participatory planning will improve marginalized groups\u2019 access to public services and increase their economic opportunities. MSP will work across all of Jordan\u2019s governates.
2. POSITION DESCRIPTION
This position will report to the MEL & Communications Director and be responsible for managing data collection and analysis and monitoring and evaluation activities across the project. The MEL Specialist will support M&E data collection from across MSP\u2019s municipalities, counterparts, and stakeholders. S\/he will coordinate with MSP teams to collect M&E data, analyze it, and help with using the data for inputs into key MSP reports. S\/he will assist with all M&E reporting.
3. KEY DUTIES AND RESPONSIBILITIES<\/p>\n

Contribute to the draft MEL Plan that will outline MSP\u2019s approach for establishing the baseline. <\/p>\n

Support the project's comprehensive performance monitoring systems to track progress of all activities and outputs and provides relevant and timely information to project stakeholders. <\/p>\n

Track internal and external indicators in DAI\u2019s proprietary project database (TAMIS). <\/p>\n

Help establish baselines for reporting; support the establishment of reporting procedures in compliance with USAID and DAI home office policies and procedures. <\/p>\n

Use tools for data collection, design and implementation surveys, and other data collection tasks. <\/p>\n

Track project's progress and analyzes outcomes and impacts in an integrated manner allowing for data driven decision making, ongoing learning, and program adjustments. <\/p>\n

Help in the customization of MSP PowerBi Dashboard. <\/p>\n

Help prepare performance data reports for USAID deliverables and ad hoc requests as well as project management. <\/p>\n

Document and make available evidence and analytic results from MEL and CLA studies and evaluation reports, meeting notes, decisions made, and follow ups from learning engagements. <\/p>\n

Track, measure, and record the targeted results that served as measurable performance standards by which the project\u2019s performance will be assessed and the indicators in the MEL plan to provide metrics to measure progress. <\/p>\n

Ensure that required gender, youth, and student related data are tracked, recorded, and reported properly. <\/p>\n

Support data reporting for USAID databases. <\/p>\n

Support coordination between MEL, communications, and technical teams. <\/p>\n

Other tasks as assigned. Support the development\/adaptation of tools for data collection; designs and implements surveys and other data collection tasks, including overseeing implementation of the project\u2019s baseline, mid, and end-of-project surveys
4. QUALIFICATIONS<\/p>\n

A Bachelor\u2019s degree in education, public or business administration or management, statistics, or related field required. <\/p>\n

Minimum 3 years of MEL data collection experience. <\/p>\n

Experience working with USAID or other international donors highly preferred. <\/p>\n

Experience with M&E tools and systems for workforce development projects preferred. <\/p>\n

Experience with qualitative and quantitative M&E data analysis required. <\/p>\n

Strong communication skills – both written and oral. <\/p>\n

Must have excellent English and Arabic language proficiency, verbal and written.
