They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.<\/p>\n<p>Mozambique, with an estimated population of 25.8 million people, is classified as a low-income, food- deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasize the need for adequate disaster preparedness, prevention and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained country in the world. Over the past decade, Mozambique has ranked amongst the top the fastest growing economies in the world, however strong and steady economic growth has not been translated into proportionate reduction of poverty.<\/p>\n<h2>JOB PURPOSE<\/h2>\n<p>The overall objective of WFP in Mozambique is to support the government in achieving the sustainable Development Goal 2 (SDG2 \u2013 End Hunger, achieve food security and improved nutrition and promote sustainable agriculture). Based on national development priorities, WFP Country Strategic Plan (CSP) 2017-2021 aims to support long-term recovery and resilience and contribute to addressing the underlying causes of food insecurity and malnutrition in Mozambique. In line with its corporate strategy, WFP Mozambique strives to meet the needs of the 1 million beneficiaries it serves with the most effective support, be it in-kind food, cash, vouchers or a combination of all three.<\/p>\n<p>Through conducting the relevant assessments, WFP determines locations where use of Cash Based Transfers (CBT) is appropriate, effective and efficient to provide food assistance. Through its CSP, WFP plans on a continuous increase in its CBT portfolio including both cash and vouchers in all areas where CBT proves to be feasible and effective, thereby allowing beneficiaries to redeem locally preferred food items while simultaneously strengthening local markets. Furthermore, to encourage continued coordination, WFP is co-chairing a Cash Working Group (CMG) with membership open to other agencies, I\/NGOs, government and donors. The CMG acts as a platform for knowledge sharing, response preparation and advocacy on topics relevant to CBT.<\/p>\n<h2>STANDARD MINIMUM QUALIFICATIONS<\/h2>\n<p>Education: Advanced University degree in Political Science, Economics, Statistics, Information Management or Project Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and\/or training\/courses.<br \/>Language: Fluency (level C) in English and Portuguese<\/p>\n<p>Experience: 5 years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development, with working knowledge on Cash Based Transfers.<\/p>\n<h2>KEY ACCOUNTABILITIES (not all-inclusive)<\/h2>\n<p>Under the guidance of the Programme Policy Officer, the incumbent will support and lead key components of the design, delivery and assurance of CBT programming in Mozambique:<br \/>CBT Design:<br \/>\u2022Coordinate and ensure the implementation of CBT programmes in line with global WFP guidance and manuals, including supporting necessary shifts to the most appropriate food assistance modalities, whether in-kind, voucher or cash, across WFP areas of operation;<br \/>\u2022Ensure that programmes using CBT are designed taking into account markets (including monitoring), needs assessments (Essential Needs Analysis), Minimum Expenditure Basket, targeting\/ prioritization, sectoral assessments, transfer value, and modality analysis.<br \/>\u2022Identify critical SOPs linked to CBT and ensure that they drafted and kept up to date, including roll out and implementation in the field;<br \/>\u2022Support and lead advocacy efforts to gain acceptance for cash in Mozambique;<br \/>\u2022Support other units, including nutrition, to maximize synergies between units.<br \/>\u2022Ensure mainstreaming of vulnerability (gender, inclusion) and protection analysis, including PSEA for all CBT delivery mechanisms, throughout the CBT cycle.<br \/>\u2022Identification and monitoring of CBT Specific Risk Registers and assessments.<\/p>\n<p>Delivery<br \/>\u2022Support the digitization of cash delivery and liaise with the SCOPE team to ensure that processes are in place to for staff to be adequately trained and oriented on different instruments, and that delivery, payments and reconciliation take place following principle of segregation of duty.<br \/>\u2022Ensure supply of payment instruments, communications and visibility materials to Field Offices.<br \/>\u2022Management of payment instruments (vouchers, bank Cards, Bank accounts etc), communications and visibility materials, stamps etc.<br \/>\u2022Ensure that Human Resources working on CBT are oriented and trained in core functional areas on CBT concepts and specific systems and procedures;<br \/>\u2022Support procurement of FSPs, including the establishment of a cash platform in country;<br \/>\u2022Assist in development of retailer engagement strategy in liaison with supply chain division and identify ways of improving CBT interventions in the country;<br \/>\u2022Follow up with field offices on monthly and quarterly requirements, distributions plans, reports and proposals for CBTs activities;<br \/>\u2022CBT Partnership\/FLAs: support in partner appraisal, performance monitoring, payment monitoring including contributing to SOPs.<br \/>\u2022Working with the AAP team, support the development of communication with beneficiaries on entitlements, redemption and CFM.<\/p>\n<p>Assurance &amp; Reporting<br \/>\u2022Collaborate with Monitoring and Evaluation (M&amp;E) unit to ensure i) monitoring of outputs and outcomes of WFP\u2019s CBT activities for accountability and reporting purposes, ii) relevant evaluations for programme management;<br \/>\u2022Support the monthly iCWG including development of agenda items and any follow up.<br \/>\u2022Draft donor reports and regular updates on CBT activities, and support donor visits;<br \/>\u2022Ensure corporate systems for budgeting and reporting are completed in a timely fashion (FR, PR\/PO; WINGS, COMET<br \/>\u2022Ensure that monthly dashboards are produced that include target, outcomes and trend analysis.<br \/>\u2022Identification and tracking of issues linked to partners, FSPs and retailers.<br \/>\u2022Liaise with external actors, including FSPs, NGOs, World Bank, UN agencies on CBT related issues.<br \/>\u2022Perform other related duties as required, including surge support to the field.<\/p>\n<h2>KNOWLEDGE &amp;
