Position Summary
Implement and maintain the Manufacturing Capital Management Process and engineering management of change ensuring the manufacturing capital portfolio is aligned to the corporate strategy, business plans and asset management plans.
Maintain a register of potential projects and opportunities that provide the reference list for capital planning.
Manage the engineering department direct and indirect budget process, budget projections, formulation, and review. Report actual and budgeted performance and perform variance analysis.
Position Responsibilities
Custodian Capital Management Process
Coordinate input to the site Capital Plan and consolidate into a cohesive document for approval.
Implement and maintain the Manufacturing Capital Management Process.
Maintain site procedures that are in compliance with the Manufacturing Management Process Standard and associated guidelines.
Maintain a register of potential projects \/ opportunities that provide the reference list for capital planning.
Provide on-site mentoring to technical personnel in application of the Manufacturing Capital Management Process.
Liaise with subject matter experts (internal and external) to ensure the technical team have the appropriate training to adhere to the Manufacturing Capital Management Process Standard.
Engage with Project Leads to ensure projects are developed in accordance with the Manufacturing Capital Management Process.
Develop and execute project in accordance with the Manufacturing Capital Management Process.
Capital Projects\/Plan Forecasting and Monitoring
Perform process compliance audits to identify deficiencies and opportunities for improvement.
Develop and maintain the engineering department budget OPEX\/CAPEX with alignment with the engineering manager.
Manage the engineering department direct and indirect budget process.
Manage the engineering department budget projections, formulation, and review.
Report actual and budgeted performance and perform variance analysis.
Review the Project Screening Form and supporting documentation in preparation for approval by the engineering manager.
Ensure AFEs are supported by appropriate level of definition and all documentation exceeds minimum requirements.
Lead monthly reviews of all capital projects and develop reconciliations in consultation with Manager, Engineering, and other functional groups.
Review capital project decision Support Packages for approval by Manager, Engineering.
Mechanical Engineering Work
Review all mechanical design and engineering work package and deliverables.
Review scope of work of mechanical engineering studies.
Coach and mentor the mechanical team on core concepts including mechanics, kinematics, thermodynamics, materials science etc.
Coach and mentor the mechanical team for efficient utilization of engineering analysis and drafting tools (CAD software, ANSYS, CAESARII, AutoPIPE or similar)
Review engineering analysis report including lifecycle management (LCM), finite element analysis (FEA) and computational fluid dynamics (CFD) reports.
Lead Mechanical failure incident investigations.
Ensure efficient utilization of engineering document management system (IC Meridian, Doc Manager or similar).
Management of Change
Implement and maintain the engineering management of change procedure.
Provide engineering management of change training to employees and contractors.
Maintain functionality of the
engineering management of change data base (Maximo).
Develop, collect and report KPIs for the PCR and TSR process.
Other Responsibilities
Lead the competency assurance effort within the engineering department.
Perform other duties and project as assigned by Manager, within his scope of practice.
Position Qualifications
Education:
B.Sc. degree in Engineering, preferably Mechanical Engineering.
Experience:
Have Proven work experience as an Engineering superintendent or similar role. managing multi discipline Engineering work encompassing all aspects from conceptual development, design and through execution, construction and close out.
Preferred to have having leadership\/supervisory experience leading multidiscipline engineering team.
Knowledge and Skills:
Competent user of international codes and standards.
Custodian of manufacturing capital Management Process.
Custodian for management of change processes.
Have organizational skills for keeping track of various budgets, employees, and schedules simultaneously.
Analytical skills for evaluating information carefully, solving complex problems and investigating plant reliability incidents.
Lead the competency assurance of engineering team.
Able to make decisions quickly.<\/p>\n
