HBBs and MSEs are essential drivers of employment<br \/>and economic stability in Jordan. Micro and small enterprises represent 98 percent of all businesses in<br \/>Jordan and compose half of the country\u2019s private sector employment. Therefore, the Iqlaa approach<br \/>places formal and informal Jordanian HBBs and MSEs on a path to recovery, stabilization, and growth<br \/>following the unprecedented COVID-19 crisis, focusing on four critical sectors: agriculture, tourism,<br \/>manufacturing, and services, with special attention to technology development and implementation.<br \/>Mercy Corps&#039; approach to IQLAA integrates direct assistance with market systems development<br \/>(MSD) interventions to support MSEs along the full journey from recovery to growth and resilience.<br \/>Grounded in evidence-based, adaptive, and inclusive support, Jordan\u2019s MSEs can emerge from the<br \/>COVID-19 crisis stronger and more resilient, transformed through new ways of doing business and<br \/>improved access to financial markets, and services. Understanding that women, youth, and people<br \/>living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy<br \/>Corps design will infuse a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions.<br \/>Mercy Corps approach is committed to supporting MSEs to build back, formalize, and grow,<br \/>emphasizing systems-level change, equitable opportunities, and a dignified work environment for all<br \/>women, men, and youth, and PLWD in Jordan.<br \/><strong>General Position Summary<\/strong><br \/>The MEL Specialist will provide technical leadership and assistance in monitoring and evaluating<br \/>activities within the Iqlaa activity. S\/He will lead the operationalization and revision of the Activity<br \/>Monitoring, Evaluation, and Learning Plan (AMELP) in compliance with donor requirements and reflecting Iqlaa interventions. Collaborating with technical leads, the MEL Manager will develop indicators, MEL systems, and plans to track and report on activity indicators. The MEL Specialist will ensure timely and quality maintenance and implementation of MEL systems and data collection tools, to ensure high-quality reporting to the donor and Mercy Corps. S\/He will lead the development of data collection tools for the Iqlaa team, partners, and all implementing partners,with the goal of collecting high-quality data for reporting, adaptive management, and program decision-making processes.<\/p>\n<p>The MEL Specialist will take the lead in developing a systematic and realistic monitoring plan,<br \/>contributing to activity design, giving guidance, and conducting evaluation and monitoring activities<br \/>during activity implementation and close. S\/He will work closely with partners to develop and<br \/>undertake their M&amp;E activities. In addition, the MEL Specialist will be responsible for enhancing the<br \/>capacity of MEL officers and assistants.<br \/>The MEL Specialist will be responsible for establishing data collection tools and instruments, ensuring<br \/>that Iqlaa MEL activities meet all donor, Mercy Corps Global, and Mercy Corps Jordan requirements<br \/>as stipulated in respective policies or guidance notes. S\/He will ensure data quality based on USAID<br \/>criteria of quality data and lead internal and external data quality assessments (DQAs). higher management, HQ representatives, and donors.<br \/>\u25cf Lead on maintaining and reporting on Mercy Corps\u2019 TolaData and USAID\u2019s DevResults portals<br \/>on a regular
