WFP also provides nutrition support to 1.7 million children and mothers and delivers school meals to 850,000 children each day.<\/p>\n<h2>JOB PURPOSE<\/h2>\n<p>To lead field logistics operations or provide technical support in HQ, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries. <\/p>\n<h2>KEY ACCOUNTABILITIES (not all-inclusive)<\/h2>\n<p>Under the direct supervision of the Country Office (CO) Head of Operations and the overall supervision of the Head of Supply Chain, the incumbent shall perform the following duties:<\/p>\n<p>\u2022    Supervise and guide the Inventory Management \/ Commodity Accounting unit (CAU) in the CO. and provide technical guidance and oversight of CAU activities throughout the country inclusive of all area offices (AOs) and country office.<br \/>\u2022    Ensure adequate Commodity Accounting controls in relation to Logistics Execution Support System (LESS) are in place for all Yemen operation, and regularly monitor compliance; including clear documentation flow, good quality documentation, and accurate, qualitative, and timely data inputs; standard logistics business processes\/SOPs have been established and are followed in the CO\/AOs.<br \/>\u2022    Ensure CO\/AOs organizes timely and regular Physical count exercises, capturing the physical stock counts, with regular or systematic individual and collective reconciliation (physical Stocks vs. LESS system stocks) per store, warehouse, and date.<br \/>\u2022    Ensure full and timely compliance to cooperate reporting requirements deadlines (IPSAS Compliance, Annual Closure Reports, Stock reports, unconfirmed deliveries, Commodity age reports, LESS\/COMET reconciliation, etc.)<br \/>\u2022    Ensure Commodity Accounting principles in line with the corporate requirements and standard logistics business processes\/SOPs have been established in CO and AOs and are followed.<br \/>\u2022    Monitor Grant Terminal date of disbursement (TDDs)and liaise with the relevant parties to ensure full compliance with the donors\u2019 requirements, guidelines and restrictions on commodity usage.<br \/>\u2022    Develop staff capacity by developing and implementing training strategies based on identified training needs of all stakeholders (Logistics, Program, Resource Management, and other key users).<br \/>\u2022Provide oversight, guidance, and support to logistics staff performing day-to-day operational activities in the system in line with their duties and responsibilities in CO and all AOs.<br \/>\u2022    Ensure clear commodity accounting guidance on:<br \/>\u2022    Project closure and Resource Transfers,<br \/>\u2022    Loans and or reallocation Management and control<br \/>\u2022    Commodity status management<br \/>\u2022    Loss registration and certification<br \/>\u2022    Work closely with the regional bureau, HQ, any other WFP office handling Yemen stocks and Country Office Supply chain , Budget and Programming, and Program units to ensure that all loans, swaps, repayments, relocations, and diversions are properly recorded and provide regular status to CO Management.<br \/>\u2022    Verify and endorse reasons for offline transactions using HTS and closely monitor backlog build-up. <\/p>\n<h2>OTHER SPECIFIC JOB REQUIREMENTS<\/h2>\n<p>As required, guide\/support and monitor backlog recovery to bring the system to live operations.<\/p>\n<p>\u2022    Liaising with Logistics Officers in the various area offices, reviewing LESS setup with a focus on connectivity, staffing, reporting, warehouse capacities, and utilization.<br \/>\u2022    Streamline Port Ops ensuring that the Ocean leg of consignments arriving in the CO is available, liaising with relevant units in HQ as required.<br \/>\u2022    Liaising with the Shipping units in the Area Offices to ensure the full reconciliation of all vessel arrivals and meeting all reporting requirements.<br \/>\u2022    Ensuring the timely registration of all deliveries and confirmation to Warehouses and\/or Cooperating Partners,<br \/>\u2022    Ensure timely and accurate issuance of Consolidated Delivery Report (CDR) to Transporters and all service providers to support the invoicing process.<br \/>\u2022    Ensure timely reconciliation of LESS and COMET figures.<br \/>\u2022    Provide all needed reports, analysis for donors\u2019 or management to enable decision making.<br \/>\u2022    Perform all duties which are required within the context of the operation.<\/p>\n<h2>FUNCTIONAL CAPABILITIES<\/h2>\n<table>\n<tbody>\n<tr>\n<td><strong>Capability Name<\/strong><\/td>\n<td><strong>Description of the behaviour expected for the proficiency level<\/strong><\/td>\n<\/tr>\n<tr>\n<td><strong>Supply Chain Management and Optimization<\/strong><\/td>\n<td>Analyses context of country challenges in order to lead the design and management of supply chain network, to proactively mitigate and\/or address dynamic supply chain challenges, to ensure operational optimization.<\/td>\n<\/tr>\n<tr>\n<td><strong>Planning, Project &amp;
