Our strategic directions focus on promoting strong communities and governance, peace<br \/>and social cohesion, and environmentally sustainable and inclusive economic growth.<br \/><strong>The Program \/ Department \/ Team (Program \/ Department Summary)<\/strong><br \/>The USAID Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to<br \/>support Jordan\u2019s formal and informal home-based businesses (HBBs) and Micro and Small Enterprises<br \/>(MSEs) to grow, transform, and become resilient to future challenges, placing them on a path to recovery,<br \/>stabilization, and growth through capacity-building strengthening, informed decision-making, and<br \/>enhanced access to finance, focusing on four critical sectors: agriculture, tourism, manufacturing, and<br \/>services, with special attention to technology development and implementation.<br \/>Mercy Corps\u2019 approach to Iqlaa integrates direct assistance with market systems development (MSD)<br \/>interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in<br \/>evidence-based, adaptive, and inclusive support, Jordan\u2019s MSEs can emerge from the COVID-19 crisis<br \/>stronger and more resilient, transformed through new ways of doing business and improved access to<br \/>finance, markets, and services. Understanding that women, youth, and people living with disabilities<br \/>(PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse<br \/>a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps\u2019 approach<br \/>is committed to supporting MSEs to build back, formalize, and grow, emphasizing systems-level change,<br \/>equitable opportunities, and a dignified work environment for all women, men, youth, and PLWD in<br \/>Jordan.<br \/><strong>The Position (General Position Summary)<\/strong><br \/>The Outreach and Coordination Officer supports the South Region Outreach and Coordination<br \/>Coordinator as delegated. S\/he will help the Outreach and Coordination Lead and South Region<br \/>Coordinator to implement the outreach work plan activities at the south region office and follow up<br \/>closely on this plan with the coordinator, keeping it updated based on the needs and challenges that<\/p>\n<p>might arise, in coordination with different Iqlaa components and consortium partners, and in<br \/>collaboration with local service providers, to outreach the targeted number of HBBs\/MSEs supported<br \/>through Iqlaa\u2019s activities and ensure they receive the technical and financial support they need per<br \/>Iqlaa\u2019s work plan and approach. S\/he will implement the south region office\u2019s operations, with constant<br \/>feedback to the Outreach and Coordination Coordinator. The Outreach and Coordination officer will<br \/>also contribute to the reporting requirements of USAID (including but not limited to weekly, monthly,<br \/>quarterly, and annual reports) in addition to all other Iqlaa reporting needs (including M&amp;E).<br \/><strong>Essential Responsibilities<\/strong><br \/>\u25cf In close collaboration with the South Region Outreach and Coordination Coordinator and<br \/>other Iqlaa components\u2019 team members, implement the outreach work plan for the south<br \/>region of Jordan, and other areas when needed, and ensure this plan reflects the outreach<br \/>strategy in terms of identification, vetting, and onboarding of the target number of HBBs and<br \/>MSEs under Iqlaa\u2019s support activities, as well as potential market actors across the<br \/>governorates.<br \/>\u25cf Work closely with the South Region Outreach and Coordination Coordinator and other Iqlaa<br \/>components\u2019 team members to keep the work plans updated based on all emerging<br \/>challenges and needs during the implementation phase.<br \/>\u25cf As guided by the Outreach and Coordination Lead, and Coordinator, in coordination with the<br \/>consortium partners and local service providers, s\/he will outreach and register the targeted<br \/>number of MSEs\/HBBs under Iqlaa\u2019s MSEs support activities.<br \/>\u25cf Support the Outreach and Coordination Lead and Coordinator to successfully implement<br \/>Iqlaa\u2019s south region office activities focused on key outputs and outcomes.<br \/>\u25cf Work closely with the South Region Outreach and Coordination Coordinator to identify market<br \/>actors, suppliers, etc. within the region and surrounding communities as relevant to the Iqlaa<br \/>work plans.<br \/>\u25cf In close coordination with the Outreach and Coordination Lead and Coordinator, ensure that<br \/>Iqlaa\u2019s MSEs in the south region receive the financial and technical support they need, across<br \/>all Iqlaa\u2019s components.<br \/>\u25cf Work seamlessly with other components and teams including the research, innovation, PQL,<br \/>GYSI, and MSEs Support to maximize synergies within Iqlaa components for optimized results<br \/>and targets.<br \/>\u25cf Ensure all programming and Iqlaa\u2019s south region office\u2019s activities follow Mercy Corps\u2019 internal<br \/>systems and procedures, including Iqlaa specific requirements (such as USAID marking and<br \/>branding requirements, environmental compliance requirements, etc.).<br \/>\u25cf Work closely with the South Region Outreach and Coordination Coordinator to ensure that<br \/>the implementation of Iqlaa\u2019s south region office\u2019s activities is on time, within targets and<br \/>budget, using effective M&amp;E systems to reach desired impacts.<br \/>\u25cf Ensure adherence to Mercy Corps PM@MC minimum standards, including Community<br \/>Accountability Reporting Mechanism (CARM).<br \/>\u25cf Ensure implementation and modeling of safeguarding policies and procedures in all<br \/>interactions with team members, partners, and component participants.<br \/>\u25cf Ensure that outreach targets MSEs\/HBBs including those owned by women, youth, and<br \/>PLWDs, and that all implemented activities are complying with inclusion standards for women,<br \/>youth, and PLWDs.<br \/>\u25cf Support the MSE Support team in overseeing the successful implementation of grants and<br \/>activities across the south region governorates, while ensuring their compliance with USAID<br \/>regulations.<\/p>\n<p>\u25cf Conduct focus group discussions and support awareness campaigns, in coordination with<br \/>the South Region Outreach and Coordination Coordinator and other Iqlaa teams, including<br \/>the PQL in different south region governorates and other areas when needed.<br \/>\u25cf Build networks with different market actors and stakeholders in the south region of Jordan that<br \/>would support the Iqlaa team in the outreach process and register them per Iqlaa\u2019s established<br \/>process, in close coordination with the South Region Outreach and Coordination Coordinator.<br \/>\u25cf Maintain positive relationships with the micro and small enterprises (MSEs) and home-based<br \/>businesses (HBBs) in the south region.<br \/>\u25cf implement the vetting and outreach plan in the south region, per the established tools and<br \/>procedures, ensuring the process works effectively, accurately, and in a timely manner.<br \/>\u25cf Work closely with the Outreach and Coordination Lead and Coordinator to troubleshoot any<br \/>challenges and issues that might arise during the outreach process and while the MSEs and<br \/>HBBs are receiving the services, by implementing a feedback reporting channel to keep the<br \/>Lead and Coordinator aware of MSEs\u2019 performance and flagged issues.<br \/>\u25cf Provide support to other outreach activities across regions beyond the south region, as<br \/>needed.<br \/>\u25cf Identify potential success stories and other communications-worthy achievements to convey<br \/>to the Communications team.<br \/>\u25cf Keep an eye on any potential trends in any of the regions that would affect Iqlaa interventions.<br \/>\u25cf Support the research team in conducting the needed outreach for needed respondents for<br \/>different research activities.<br \/>\u25cf Support the MSEs and HBBs in their reporting, technically and financially.<br \/>\u25cf Support the MSE Support team in events, workshops, and any relevant meetings.<\/p>\n<p><strong>Monitoring, Evaluation, and Reporting<\/strong><br \/>\u25cf Ensure implementing the monitoring and evaluation of the component activities in close<br \/>coordination with the M&amp;E team, including monitoring, data collection, analysis, and report<br \/>writing in line with the M&amp;E standard procedures as set by the Iqlaa PQL team.<br \/>\u25cf Provide regular progress reports that would feed into donor reports.<br \/>Financial and Compliance Management<br \/>\u25cf Ensure the compliance of activities with USAID and Mercy Corps regulations.<br \/><strong>Supervisory Responsibility N\/A<br \/>Accountability<\/strong><br \/>Reports Directly To: Outreach and Coordination Coordinator \u2013 South Region<br \/>Works Directly &amp; Finance.<br \/><strong>Accountability to Participants and Stakeholders<\/strong><br \/>Mercy Corps team members are expected to support all efforts toward accountability, specifically to our<br \/>program participants, community partners, and other stakeholders, and to international standards<\/p>\n<p>guiding international relief and development work.
