The Iqlaa approach will explore new ways of doing business and improving access to finance, markets, and services. The program focuses on four sectors: agriculture,hospitality and tourism, manufacturing, and services, with special attention to technology development and implementation.<br \/>Iqlaa infuses a gender, youth and social inclusion lens throughout all its interventions.<br \/>Through research and adaptive, collaborative learning, Iqlaa will identify opportunities, incentives, and market constraints that facilitate or restrict formalization and growth. Based on the findings, Iqlaa will implement best practices in enterprise strengthening, inclusive job creation, and financial sector development within a market systems development (MSD) framework, leveraging innovative behavioral change methodologies to facilitate long-term, sustainable changes in the MSEs ecosystem in Jordan.<br \/>Implementing Organizations: Mercy Corps (Lead Implementer), Andersen for Legal and Tax Consultancy (Andersen), Dalberg Design (Dalberg), Expectation State, Middle East Investment Initiative (MEII), Migrate-Jordan (Migrate), Q-Perspective, and American Chamber of Commerce in Jordan (AmCham).<\/p>\n<p><strong>Iqlaa Services:<\/strong><br \/>\u25cf Grants: Iqlaa will extend grants to market actors for formalization, start-up funding, business growth, innovation<br \/>and scale, and technology integration. Grant schemes are updated annually.<br \/>\u25cf Increased business linkages and access to markets for MSEs through aggregators and lead firms.<br \/>\u25cf Supporting MSEs through incubators and accelerators.<br \/>\u25cf E-Commerce support to build e-commerce knowledge and skills and establish online stores.<br \/>\u25cf Business mentorship for MSEs through Mercy Corps\u2019 MicroMentor.<br \/>\u25cf Business and financial management capacity-building programs and software adoption services.<br \/>\u25cf Legal and formalization advisory services.<br \/>\u25cf Support for MSEs owned by people living with disabilities for better access to markets.<br \/>\u25cf Enhancing Public-Private Dialogue around priority issues faced by MSEs.<\/p>\n<p><strong>The Position (General Position Summary)<\/strong><br \/>Reporting to the MSE Development Lead, the MSE Support Coordinator will support in the implementation of the activities within the Iqlaa Micro and Small Enterprises Development Component, which supports MSEs\u2019 increased access to business opportunities (R2). Mainly, the MSE Support Coordinator will focus on providing technical and financial support to MSEs across Iqlaa\u2019s target sectors, in line with the Iqlaa Cooperative Agreement, the approved annual work plans, and the Monitoring, Evaluation, and Learning (MEL) Plan. The MSE Support Coordinator will work with training providers, incubators,BDS providers, market actors, the outreach offices, and the grants team to ensure impactful and scalable support for HBBs and MSEs. to conceptualize and deliver on interventions that support the fulfillment of Sub-result 2.1 \u201cIncreased MSE managerial and technical capacities&#039;&#039;; Sub-result 2.2. \u201cIncreased MSE business linkages&#039;&#039; all of which support Sub-result 2.3 \u201cIncreased MSE access to formalization\u201d. focused on providing direct capacity building, financial support, and technical support to HBBs and MSEs.<br \/>The MSE Coordinator will support the component lead and other component team members in combining technical<br \/>assistance and services for HBBs and MSEs across Iqlaa\u2019s four target sectors. On the demand side, the component will work through diverse market actors, including lead firms, to provide HBBs and MSEs with opportunities to recover and grow.<br \/>Component activities will include activities that strengthen the enabling environment for HBBs and MSEs, and activities<br \/>related to providing direct capacity building, financial support, technical support, and market linkages to HBBs and MSEs. The MSE Coordinator will also coordinate with market stakeholders and project partners, to ensure a smooth, impactful, and scalable delivery of the activities and interventions.<\/p>\n<p><strong>Essential Responsibilities<\/strong><br \/>\u25cf Work closely with the MSE Development Lead and the MSE Support Specialist to oversee the Iqlaa MSE<br \/>Development Component\u2019s activities, to fulfill Iqlaa\u2019s goals and objectives.<br \/>\u25cf Supporting the implementation of the MSE Component activities and efficiently adhering to schedules, targets,<br \/>and budget requirements.<br \/>\u25cf Using effective M&amp;E systems to reach desired impacts and providing support in identifying and implementing<br \/>mechanisms for targeted research to inform program design and implementation. This includes, but is not<br \/>limited to:<br \/>o Linking lead firms with MSEs that face restrictive barriers to entry.<br \/>o Assisting in the development of the aggregation model and aggregators.<br \/>o Enhancing MSE uptake of digital tools while supporting ecosystem actors to digitize services for MSEs.<br \/>o Linking MSEs with Business Development Support (BDS) providers by fostering between them a sustainable<br \/>relationship, and helping MSE owners recognize the value of BDS.<br \/>o Providing improvements to aggregators\u2019 capacity to support MSEs on the demand side.<br \/>o Improving MSE access to social capital through mentorship as a catalyst for growth and enabling them to<br \/>form connections with resources including finance, skills training, and social networks.<br \/>o Supporting entrepreneurship for target groups with high unemployment, such as women with professional<br \/>and academic degrees.<br \/>o Disseminate guidance and information about incentives to MSEs through diverse channels, including social<br \/>media.<br \/>o Work to shape an MSE ecosystem that rewards formalization through eased administrative and financial<br \/>burdens (from the public sector) and access to suppliers or buyers that engage only with formal enterprises<br \/>(in the private sector).<br \/>\u25cf Work seamlessly with other components and teams including the research, Outreach, Access to Finance (A2F),<br \/>Performance, Quality and Learning (PQL), Communications, and GYSI teams to maximize synergies within Iqlaa<br \/>components for optimized results and targets. Assuring the following:<br \/>o Support Iqlaa\u2019s Research team in data collection and analysis, and in reviewing TORs; to ensure that the<br \/>interests of MSE are represented accurately and appropriately.<br \/>o Utilize and apply Iqlaa&#039;s research findings as well as other relevant research to implement evidence-based<br \/>recommendations for the MSE component.<br \/>o Use PQL assurance tools and materials effectively, to fully comply with all quality and monitoring and<br \/>evaluation standards, including those related to proper documentation and file keeping.<br \/>o Oversee the monitoring and evaluation of the component activities in close coordination with the M&amp;E<br \/>team and consortium partners, including monitoring, data collection, analysis, and report writing in line<br \/>with the M&amp;E standard procedures as set by the Iqlaa PQL team<br \/>o Gender, Youth, Social Inclusion (GYSI): Work closely with the Inclusion Lead to ensure that all implemented<br \/>activities are compliant with inclusion standards ensuring the component is sensitive and responsive to<br \/>different opportunities and barriers faced by women and youth, as well as to fulfill GYSI-related targets.<br \/>o Support the Outreach team to train and apply Iqlaa\u2019s Assessment &amp; Segmentation Tool and any other tools<br \/>that will be used with the MSEs\/HBBs.<br \/>o Work with the Outreach team to ensure the successful implementation of grants and activities that target<br \/>the formalized MSEs across the central governorates, while ensuring their compliance with USAID<br \/>regulations.<br \/>o Support the Outreach team in addressing the challenges and issues that might arise during the outreach<br \/>process and while the MSEs and HBBs are receiving the services, and assets in developing initiatives and<br \/>implementation to turn these challenges into opportunities<br \/>o Work closely with the Access to Finance team to develop interventions that support the business financial<br \/>service providers and the financial institutes that work with MSEs. and integrate the A2F component into<br \/>the current MSEs initiatives and activities.<br \/>o Identify potential success stories and other communications-worthy achievements to convey to the<br \/>Communications team.<br \/>o Supporting in managing Iqlaa sub-grants, while adhering to the USAID and Mercy Corps standards and<br \/>regulations including:<br \/>\u25cb Collecting all sub-grant documents<br \/>\u25cb Supporting the MSE Lead in drafting SMART Milestones and Budgets.<br \/>\u25cb Following up with the sub-grantees and ensuring the delivery of the set milestones.<br \/>\u25cb Managing sub-grantee payment requests.<br \/>\u25cf Contributing to weekly, quarterly, and annual progress reports in addition to assisting in the development of<br \/>annual work plans.<br \/>\u25cf Supporting the development of required scopes and procurement documents (RFAs, RFPs, etc.)<br \/>\u25cf Ensuring adherence to Mercy Corps PM@MC minimum standards within the component.<br \/>\u25cf Ensuring the proper implementation and modeling of safeguarding policies and procedures with regard to all<br \/>interactions with team members, partners, and Iqlaa\u2019s participants.<br \/>Personnel Management<br \/>\u25cf Train and support team members, sub-grantees, and partners on donor compliance, report writing, project<br \/>monitoring, record keeping, and grants management; AND<br \/>\u25cf Collaborate with the people team to promote staff access to high-quality learning opportunities, with a special<br \/>emphasis on national team member development.<\/p>\n<p><strong>Monitoring, Evaluation, and Reporting<\/strong><br \/>\u25cf Oversee the monitoring and evaluation of the component activities in close coordination with the M&amp;E team<br \/>and consortium partners, including monitoring, data collection, analysis, and report writing in line with the M&amp;E<br \/>standard procedures as set by the Iqlaa \u0639 PQL team.<br \/>\u25cf Support the Outreach team and consortium partners when needed on Iqlaa \u0639 \u2019s Assessment &amp; Segmentation<br \/>Tool and any other tools that will be used with the MSEs\/HBBs.<br \/>\u25cf Support in the M&amp;E data reporting and work closely with the Communication Director to accurately report on<br \/>M&amp;E data collected from the field so it is clearly reflected in the project reports.<\/p>\n<p><strong>Financial and Compliance Management<\/strong><br \/>\u25cf Provide needed input for the development of MSE component budget for each intervention and activity including<br \/>TORs and RFAs on setting the budget projections and reviewing them before submission to the MSE Development<br \/>lead, per the set procedures.<br \/>\u25cf Ensure compliance with USAID and Mercy Corps regulations<\/p>\n<p><strong>Accountability<\/strong><br \/>Reports Directly To: Iqlaa\u2019s MSE Development Lead<br \/>Works Directly With: Chief of Party, DCOP\/Programs, DCOP\/Operations &amp; Finance, Iqlaa\u2019s MSE Development Lead, MSE Support Specialist, and Officers.<\/p>\n<p><strong>Accountability to Participants and Stakeholders<\/strong><br \/>Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program<br \/>participants, community partners, other stakeholders, and to international standards guiding international relief and<br \/>development work. We are committed to actively engaging communities as equal partners in the design, monitoring, and<br \/>evaluation of our field projects.<\/p>\n<p><strong>Minimum Qualification &amp; Transferable Skills<\/strong><br \/>\u25cf BA\/Sc or equivalent experience in economics, social or political science, the management or public administration,<br \/>international development, or other relevant fields to economic growth programming. Applicants with other<br \/>academic track records who bring a strong track record of work (including at least 3 years of relevant economic<br \/>growth programming experience) may also be considered.<br \/>\u25cf A minimum of 3 to 5 years of overall experience in working in or managing donor-funded programs, with Jordanspecific<br \/>experience strongly preferred.<br \/>\u25cf Technical experience in economic development focusing on micro and small enterprise development and systems<br \/>approaches highly preferred.<br \/>\u25cf Successful track working in donor-funded technical assistance programs, with a strong preference for past USAIDfunded<br \/>project management experience. This includes experience in (sub) grants management, management of<br \/>consultants, and procurement, among others.<br \/>\u25cf Demonstrated ability to build and maintain relationships with multiple stakeholders (including public sector, private<br \/>sector at both grass-root and corporate levels, and civil society).
